Job Description

This is a position with the Iowa Department of Education. Candidates must follow the instructions in the "To Apply" section.

DESCRIPTION: The primary responsibilities of this position include serving as the Department of Education's liaison to the School Budget Review Committee (SBRC), including preparing and overseeing posting of hearing schedules, drafting Department recommendations, summaries of action, and official decisions, collecting exhibit materials, and maintaining SBRC historical records; providing assistance to local education agencies (LEAs) and area education agencies (AEAs) preparing exhibits for hearings before the SBRC; assisting with review of financial reporting submitted by school districts and AEAs; and providing support and coordination for school-level fiscal reporting as required under the federal Every Student Succeeds Act (ESSA).

Additionally, the position will assist with maintaining Bureau publications and serve as primary contact for LEAs and AEAs regarding legal uses of student activity funds and consortia accounting. 8:00 a.m. – 4:30 p.m., Monday – Friday with some in and out of state travel, nights and weekends DESIRABLE

PREFERRED QUALIFICATIONS: BA degree in Business, Finance, Accounting, or Mathematics; accounting or auditing experience in K-12 or AEA setting; experience in use of analysis software, such as SQL and/or PC SAS; strong communication, mathematics, and analytical skills.


002 Accounting

6 months' experience, 12 semester hours, or a combination of both in accounting or the accounting field. Accounting is the measurement, processing, and communication of financial information about economic entities which includes individuals and businesses.


554 Database Management

Applicants must possess a minimum of 12 semester hours of personal computer training, or equivalent contact hours that includes database management training, or 12 months of experience operating computers to produce work products which includes creating, modifying, or maintaining data bases.


564 Government Regulation and Accountability

Applicant should demonstrate a minimum of 6 months' experience, 12 semester hours, or a combination of both in the area of managing state or federal governmental regulations and implementing accountability provisions.


652 Spreadsheets

6 months' experience where job tasks required the incumbent to establish, modify and manipulate spreadsheets without assistance using standard spreadsheet software. The spreadsheet frees the user from the laborious manipulation of numbers and other data and allows them to concentrate on the issue itself.

Minimum Qualification Requirements

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

  • Graduation from an accredited four-year college or university and five years of full-time post-graduate work experience in any one or a combination of the following areas:

  • Professional training, teaching, or counseling experience in an educational setting;

  • Professional administrative experience in an educational setting;

  • Professional personnel administration including such areas as job analysis, performance appraisal systems, selection devices, or labor relations;

  • Professional experience in a major technical program area utilized by the Iowa Department of Education or Board of Educational Examiners.

  • A combination of a total of five years of post-graduate education and full-time experience (as described in number one), where thirty semester hours of accredited post-graduate college or university course work equals one year of full-time experience.

  • Graduation from an accredited college or university with a Master's degree, possession of a valid Iowa Teaching Certificate, and three academic years of teaching and/or administrative experience in PK-12 and/or a post-secondary educational institution.
