The Department of Revenue's Business Services Division is seeking applicants for a Public Service Manager 1 position. This individual will provide leadership, direction, and supervision to approximately 13 employees within the Taxpayer Services call center of the Department of Revenue.
This position will participate on the Business Services Division management team, and will be responsible for a variety of tasks and duties.
Supervises and evaluates the work of customer service representatives (CSRs) and taxpayer service specialists (TSSs); recommends HR actions related to selection, disciplinary procedures, performance, leaves, grievances, work schedules, and assignments; and enforces policies and procedures.
Assigns work to employees; explains methods and procedures and provides special instructions on unusual problems and situations; checks work in process or upon completion; and makes recommendations concerning budget, personnel, and related resource requirements for the CSRs and TSSs based upon past experience, anticipated workload, and production capabilities.
Provide appropriate coaching, counseling, direction, and resolution to employees. Creates and maintains a high-quality work environment so team members are motivated to perform at their highest level.
As a member of the Business Services Division Management Team, participate in the weekly management meetings. Assist supervisors in development of a strategic communications plan to support the organization's mission, goals, and objectives. Provides guidance, direction, and leadership to other communication team members. Review, research, and update the annual news media and communication policies.
Conceptualize and develop content for educational programs for print, web, and presentation. Evaluates all aspects of new or established taxpayer education programs including program objectives, policies, procedures, resources, inter/intra program balances, and other related considerations; identifies actual or potential topics and problem areas, trends, accomplishments, areas of imbalance, and related factors which impact taxpayer knowledge and education; develops performance criteria and schedule for taxpayer education and routinely evaluate to ensure educational needs are being met.
Attend Communications Bureau meetings and work closely on taxpayer education for the Department. Provide support for questions that need research or are highly technical in nature. Work with management and call center employees to identify topics that are important for taxpayers to understand.
Minimum Qualification Requirements
Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
1) Graduation from an accredited four-year college or university and experience equal to four years of full-time work in program administration, development, management, or operations.
2) Eight years of full-time work experience in program administration, development, management, or operations.
3) All of the following (a and b):
a. Four years of full-time work experience work in program administration, development, management, or operations; and
b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.
4) All of the following (a, b, and c):
a. Two years of full-time work experience work in program administration, development, management, or operations; and
b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work equals one year of full-time experience; and
c. A combination of a total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is
also equivalent to one year of full-time experience or education.
5) Current, continuous experience in the state executive branch that includes one year of full-time work as a Public Service Supervisor or comparable specific management-level position.
