About the Position:This vacancy is to fill the position of a Crane Operator, XF-5725-12, in the Mississippi River Project Office, Maintenance Section.

Location: This position is located in Pleasant Valley, Iowa. Pleasant Valley is part of a metropolitan area known as the Quad-Cities. The Quad-Cities rests on the banks of the Mississippi River and has a total population of 400,000. The Quad-Cities is comprised of the cities of Rock Island and Moline/East Moline in Illinois and Davenport and Bettendorf in Iowa.

Duties

As a Crane Operator, XF-5725-12, you will:

  • Operate a 350-ton capacity floating lattice boom crane for purposes of placing fabricated steel structures.

  • Operate a 130-ton capacity floating lattice boom crane for purposes of channel clearing or dredging. Work is accomplished with crane mounted aboard floating plant (spud-barge) normally adjacent to riverbank or in midchannel of river, at numerous points on 314-mile reach of Mississippi River within the District, in and around many islands in the River, etc.

  • Independently and/or in conjunction with Foreman, determine when and where spud-barge should be placed (usually by movement with small towboats) to obtain technically best and most efficient work situation, and subsequently direct spud engine and/or towboat operators and deckhands in performance of work necessary for barge placement. During operation on this type of work assignment, moves crawler-mounted crane forward and backward atop barge to accomplish underwater assignment (outside the range of operating vision) without the benefit of hand signals, and with only river buoys and/or shore markers to provide general alignment guidance with respect to progressive clearing work being performed.

  • Other crane operation work accomplished includes one or more of the following as required for accomplishment of overall unit mission: Place bulkheads for dewatering projects. Also, place necessary pumps for the lock dewatering projects. Use land based rigs for accomplishment of a variety of work including placement of materials (riprap, etc.), lifting heavy equipment and placing aboard barges or atop dam service bridges, grading, etc.During dewatering activities, performs work alongside or near waterways from a hard, flat, and generally frozen esplanade adjacent to lock site. Equipment, materials, etc., being raised or lowered onto the dewatered river bottom is generally outside the operators field of vision and requires working from hand signals.Working from a barge near or alongside riverbanks, maintains levees, wing dams, and non-overflow dikes.Assure safe operation of equipment and perform routine preventive maintenance.

Physical Effort: Majority of work requires moderate to heavy physical effort in the manipulation of the equipment controls, and involves standing, pulling, bending, stooping, and sitting. On occasion, may be required to lift and carry items or material weighing in excess of 50 pounds.

Working Conditions:Working in area with or personally operating cranes, sandblast machines, compressors, etc., creates excessively noisy condition. Climbing to and working from service bridges introduces the hazards of injuries from falls including hazard of drowning. Operation of a crawler-type crane mounted on a barge or working along levee or spillway sections introduces the normal conditions and hazards of tipping, overturning, etc. Ninety percent of working time the operator is working in the "blind" and/or with fellow workers around the load, causing a considerable physical and mental strain on the operator.

Applicants tentatively selected for appointment to this position will participate in drug urinalysis testing, unless currently occupying a TDP within the Department of Defense.
  • Position requires employee to wear a uniform and/or protective clothing.
  • May require overtime work.
  • May be required to work uncommon hours such as nights, weekends, and holidays.
  • Personnel security investigation required. Position is non-sensitive and requires a personnel security investigation on a post-appointment basis only.
  • This position requires that the incumbent possess and maintain a required accredited license for the operation of the crane (i.e. either a current certification by a Nationally Accredited Crane Operator Testing Organization (NCCCO), qualification by an audited employer program, qualification by the U.S. Military, or Licensing by a State or Local Government Entity).
  • Incumbent must be able to obtain first aid training and a current American Red Cross Aid Card or equivalent within the first two years of employment.
