General Information

Performs a variety of administrative and supervisory duties in directing and coordinating activities of the Resource Recovery Division of the Public Works Department; performs related work as required.

Compensation Philosophy:

The City of Ames has a compensation philosophy that the starting pay for our merit salary ranges establishes the salary for employees who meet minimum requirements of a position. The median of any merit salary range is for an employee who can reasonably meet all expectations of the position responsibilities without initial extensive training. In order for employees to have an opportunity to grow within their position, we may consider a candidate's education, experience, and skills above the minimum requirements when looking at a salary closer to or slightly above the median. The median for this position is $107,666 annualized.

Examples of Essential Job Functions

Plans, organizes, directs and manages all activities of the Resource Recovery Division including scheduling and coordinating hours of plant processing and employee schedules; coordinates Division work and programs with other departments, organizations, and agencies; prepares annual budget for the Division; administers the adopted budget and maintains budgetary controls; provides leadership in institutionalizing process improvement teams into the work atmosphere; works with representatives of other agencies involved with the Resource Recovery System; initiates new ideas to improve plant efficiencies; works with manufacturers of equipment to obtain best possible efficiency from their equipment; reviews work practices and procedures to ensure efficiency and effectiveness; selects, trains, evaluates, and disciplines Division staff; receives, investigates and resolves inquiries, requests for service, and complaints from the public; prepares reports and related materials for management review; attends and makes presentations to public groups.

Qualifications

Education and Experience: Bachelor's degree in Industrial Engineering, Environmental Science, Mechanical Engineering, Public Administration, or a related field; and four years of experience in administering and directing a solid waste management program, preferably a resource recovery operation; or an equivalent combination of education and experience.

Licenses and certificates: Must posses a valid driver's license.

Knowledge, Skills, and Abilities: Considerable knowledge of the principles and practices applied to the operation of a solid waste management system, especially a resource recovery plant, including administration of solid waste services; knowledge of solid waste handling equipment; good knowledge of modern administrative management principles and practices; knowledge of current and proposed legislation and rule making at the federal and state levels that affect the waste-to energy industry.

Skill in administration, management, and delivery of solid waste services; skill in organizing, assigning, supervising, and evaluating resource recovery operations and employees' activities; skill in forecasting the need for, and developing programs to address the needs of the solid waste agencies involved with the Resource Recovery system; skill in responding to and resolving citizen concerns and requests for service.

Ability to organize, direct, and coordinate the activities of the solid waste management program; ability to plan and supervise the work involving semi-skilled, skilled, and supervisory personnel in a manner conducive to full performance and high morale; ability to participate in the development of long term programs related to the resource recovery operation; ability to express ideas on solid waste management issues clearly and concisely in written and verbal form; ability to provide leadership in the implementation and institutionalizing of the principles of process improvement teams; ability to effectively present information and data for management and the public; ability to forecast, manage, and control expenditures in accordance with the established budget procedures; ability to establish and maintain credibility and an effective working relationship with subordinates, superiors, citizens, other City employees, vendors, contractors, and members of other agencies.

Supplemental Information

General Physical Characteristics: The work involves sitting 55% of the time; sitting and using arm/leg controls 10% of the time; standing (but not walking) 10% of the time; standing and walking 25% of the time; frequently lifting items under 10 pounds; occasionally lifting objects from 10 to 25 pounds; infrequently lifting objects over 25 pounds.

Vision Requirements: The minimum standard for use for those whose work is largely preparing and analyzing data and figures, accounting, transcription, computer terminal, reading, visual inspection involving small defects or parts, use of measurement devices or assembly of parts at distances close to the eyes.

Required Physical Activities: Climbing, balancing, stooping, reaching, walking, lifting, finger dexterity, grasping, talking, hearing, repetitive motions.

Environmental Conditions: The work is performed inside and/or outside and includes being exposed to extreme cold, extreme heat, odors, and household hazardous wastes.

Equipment Essential to the Job: Phone, calculator, blackboard/whiteboard, two-way radio, light vehicle, a variety of printed materials, computers and appurtenances, measurement tools, and fax machine.

Selection Process:

The selection process consists of an evaluation of education and experience; phone interview; on-site interview, which will include a manager meeting; and completion of reference checks and a criminal background check, which includes a sex offender registry check. All candidates will be notified by email of their application status.

Preference may be given to applicants possessing qualifications above the minimum.

Depending on the number of qualified candidates, the City may forego phone interviews.
