The City of Ames is conducting an open recruitment to establish a Civil Service eligibility list for this classification within the Finance department. The list will be valid for up to one year from the date of certification by the Ames Civil Service Commission and may be used to fill one or more vacancies in this classification. In addition, City of Ames Civil Service employees who have previously held Civil Service status in this classification and are interested in voluntarily demoting or laterally transferring into the current vacancy must submit their application by the deadline.
The Utility Accounts Technician, under general supervision, creates and/or maintains records essential to the accurate billing of customers; reviews data runs and makes indicated corrections; submits updates of daily account activity; prints and prepares bills for mailing; calculates and enters adjustments on accounts billed incorrectly; collects outstanding final bills; assists customers by answering questions about their accounts or assisting them with establishing or discontinuing service; and performs related work as required.

The City of Ames has a compensation philosophy that the starting pay for our merit salary ranges establishes the salary for employees who meet minimum requirements of a position. The median of any merit salary range is for an employee who can reasonably meet all expectations of the position responsibilities without initial extensive training. In order for employees to have an opportunity to grow within their position, we may consider a candidate's education, experience, and skills above the minimum requirements when looking at a salary closer to or slightly above the median. The median salary for this position is $28.6275/hr or $59,545 annually.

Examples of Essential Job Functions
Establishes location master and general location records for new service locations. Assigns appropriate utility services and sales taxes to the new service locations. Reviews meter reading exception and preliminary billing register reports. Investigates and corrects potential meter reading or billing errors that are indicated on the reports. Performs in-house collection efforts on final bills. Acts as liaison with collection agency for accounts sent out for collection and with the City Attorney’s office for accounts that have filed for bankruptcy. Coordinates efforts with the meter readers to ensure cycle, initial, final, and special meter readings are enter into the system and used for billing. Calculates and enters adjustments on accounts that were billed incorrectly. Enters update parameters and submits the nightly update, after posting or verifying the postings have been completed for cash receipts, reverse payments, deposits, adjustments, miscellaneous charges, etc. Prepares utility bills for mailing. Monitors budget billing payment plans to ensure compliance with the terms of the agreement and the appropriateness of the budget payment amount. Maintains authorization for leave-on records and updates system when new or revised authorizations are received. Updates records when new or revised security light contracts are received. Maintains adequate levels of office supplies. Assists customers by answering questions about their accounts or assisting them with establishing or discontinuing service.
May perform some duties of the Utility Accounts Supervisor in his/her absence, such as establish payment agreements, review accounts for 1st and 2nd delinquent notices, and mentor and train employees.

Education and Experience: High school diploma, HiSET or G.E.D, and at least three years of customer service experience, including one year of utility customer service experience; or an equivalent combination of education and experience. Prior City of Ames utility customer service experience is preferred.
Licenses and Certificates: None
Knowledge, Skills, and Abilities: Considerable knowledge of departmental policies and administrative requirements; knowledge of modern office practices and procedures including the utilization of automated technology to enhance office efficiency and effectiveness; knowledge of general accounting, bookkeeping and billing procedures; general knowledge of collections terms and procedures.
Skill in responding to customer requests and providing courteous, efficient service to the public; skill in accurate and efficient entry of information into the computer data system. Skill in accurately operating a ten-key adding machine. Speed in operation is helpful for efficiency.
An understanding of spreadsheet and word processing software, such as Microsoft Excel and Word.
Ability to exercise sound, independent judgment in applying City and departmental policies and procedures to routine situations. Ability to provide mentorship and guidance to entry level employees within department. Ability to add, subtract, multiply and divide; ability to efficiently and accurately enter data into, and retrieve information from, an online computer data system and electronic documents; ability to use a web browser and email; ability to establish and to maintain an effective working relationship with co-workers, utility and general customers, and collection agencies; ability to deal effectively with upset or irate customers; ability to listen to, and communicate (in written or oral form) effectively with customers, other City employees, and contractors; must possess and maintain data entry skills of 7,500 keystrokes per hour with a 10% or less error rate for efficiency in daily work.
Required Physical Activities: Reaching, finger dexterity, grasping, feeling, talking, hearing and repetitive motions. May require periodic standing.
Physical Characteristics of Work: Work is primarily sedentary and requires exertion of up to 10 pounds of force occasionally, and exertion of up to 25 pounds of force infrequently to lift and move objects.
Vision Requirements: The minimum standard for those whose work deals largely with preparing and analyzing data and figures, accounting, transcription, use of a computer terminal and extensive reading.
Environmental Conditions: The worker is not substantially exposed to adverse environmental conditions such as in typical office or administrative work.
Equipment Essential to the Job: Computer keyboard, monitor, printers and related software. A variety of general office equipment such as writing utensils, electronic and paper files, file cabinets, paper fasteners, paper punch, etc. Mechanical equipment including ten-key adding machine, and copy machine. Communications equipment including telephone, fax machine, two-way radio. A variety of printed materials including computer printouts, reports, and reference materials.
The selection process consists of an evaluation of education and experience, hiring assessment, on-site interview which will include a manager meeting, and completion of a criminal background check (external candidates only), which includes a sex offender registry check.
