Job Description:

The Lead Department Financial Analyst ( Budget Analyst 5) will play a critical role in overseeing and managing the financial operations of the Iowa DOT. This position requires a strategic thinker with excellent analytical skills, capable of leading financial planning, budgeting, and reporting activities. The successful candidate will lead a mixed team of analysts located throughout the department to ensure financial alignment with the organization's financial outlook, goals, and objectives.

Key Responsibilities:

  • Lead the development and implementation of financial strategies and plans.

  • Oversee the preparation and management of the annual budget.

  • Monitor financial performance and analyze variances to ensure alignment with budgetary goals.

  • Prepare detailed financial reports, forecasts, and presentations for senior management.

  • Conduct financial modeling and analysis to support strategic decision-making.

  • Ensure compliance with state and federal financial regulations and policies.

  • Provide leadership and guidance to the financial analysis team.

  • Collaborate with stakeholders to identify and implement process improvements.

  • Proven leadership experience in a financial management role.

  • Strong analytical and problem-solving skills.

  • Proficiency in financial modeling and use of financial software.

  • Excellent communication and interpersonal skills.

Minimum Qualification Requirements

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

  • Graduation from an accredited four-year college or university with a degree in accounting, finance, or business administration, and experience equal to six years of full-time work in professional budget analysis or fiscal management.

  • Ten years of full-time work experience in professional budget analysis or fiscal management.

  • A total of ten years of education and/or full-time experience (as described in number one), where thirty semester hours of accredited college or university course work in accounting, finance, or business administration equals one year of full-time experience.

  • Current, continuous experience in the state executive branch that includes eighteen months of full-time work as a Budget Analyst 3 or six months of full-time work as a Budget Analyst 4.
