Job Description:

The Lead Department Financial Analyst (Budget Analyst 5) will play a critical role in overseeing and managing the financial operations of the Iowa DOT. This position requires a strategic thinker with excellent analytical skills, capable of leading financial planning, budgeting, and reporting activities. The successful candidate will lead a mixed team of analysts located throughout the department to ensure financial alignment with the organization's financial outlook, goals, and objectives.

Key Responsibilities:

  • Lead the development and implementation of financial strategies and plans.

  • Oversee the preparation and management of the annual budget.

  • Monitor financial performance and analyze variances to ensure alignment with budgetary goals.

  • Prepare detailed financial reports, forecasts, and presentations for senior management.

  • Conduct financial modeling and analysis to support strategic decision-making.

  • Ensure compliance with state and federal financial regulations and policies.

  • Provide leadership and guidance to the financial analysis team.

  • Collaborate with stakeholders to identify and implement process improvements.

    Preferred Qualifications:

  • Proven leadership experience in a financial management role.

  • Strong analytical and problem-solving skills.

  • Proficiency in financial modeling and use of financial software.

  • Excellent communication and interpersonal skills.

  • Ability to work effectively in a team-oriented environment.

  • Strong knowledge of state and federal financial regulations.

  • High level of integrity and commitment to ethical standards.

Minimum Qualification Requirements

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

  • Graduation from an accredited four-year college or university with a degree in accounting, finance, or business administration, and experience equal to six years of full-time work in professional budget analysis or fiscal management.

  • Ten years of full-time work experience in professional budget analysis or fiscal management.

  • A total of ten years of education and/or full-time experience (as described in number one), where thirty semester hours of accredited college or university course work in accounting, finance, or business administration equals one year of full-time experience.

  • Current, continuous experience in the state executive branch that includes eighteen months of full-time work as a Budget Analyst 3 or six months of full-time work as a Budget Analyst 4.
