Job Description

This is a non-merit position with the Iowa Department of Transportation.Reporting directly to the director of the DOT’s Motor Vehicle Division, the Executive Assistant provides executive support to the director and the division’s leadership team and will be responsible for managing key division-wide programs and responsibilities. The ideal individual will have the ability to exercise good judgment in a variety of situations, with strong written and verbal communication, administrative, programmatic, and organizational skills, and the ability to maintain a realistic balance among multiple priorities. Managing and championing organizational change will be a key role of this position so experience with change management is preferred. The Executive Assistant will have the ability to work independently on projects, from conception to completion, and must be able to work under pressure at times to handle a wide variety of activities and confidential matters with discretion. Key responsibilities of this position will include the following:

  • Managing the division's operational budget by tracking expenses and projecting costs. The MVD director will rely on this position to determine budget capacity for new projects and assist the director with resource planning. Provide support to each of the division's bureaus regarding their bureau's operational expenses.

  • Manage the division's equipment needs, including equipment expenses, inventory, licensing needs and associated costs, maintenance agreements, and ordering.

  • Manage legislative proposals relating to MVD operations, assist with routing and editing responses to legislative/Congressional inquiries, managing all open records requests received by the division, and provide administrative support to the division’s policy team.

  • General administrative support for executive level meetings, requests, travel arrangements, badging and building access requests, building/facility improvements, scheduling, and other departmental processes and procedures.

Minimum Qualification Requirements

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

1) Graduation from an accredited four-year college or university with a degree in any field, and experience equal to three years of full-time professional-level work in program administration, program development, program research/evaluation, or management.

2) A total of seven years of education and/or full-time experience (as described in number one), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience.

3) All of the following (a, b, and c):

  • One year of full-time professional-level work experience in program administration, program development, program research/evaluation, or management; and

  • A total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; and

  • A total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, public health, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.

4) Current, continuous experience in the state executive branch that includes thirty months of fulltime work as a Program Planner (any level), Management Analyst (any level), or Administrative Assistant (any level).
