Juvenile Court Services within the Iowa Judicial Branch is seeking an individual to join our team of Contract Administrators. Under the supervision of the JCS Contract Administration Supervisor, this individual will be responsible for administering and tracking the district allocation, as well as drafting and overseeing the district’s service contracts for all of JCS District 6. This position may be located in either the Cedar Rapids or Iowa City office for JCS D6 depending upon the selected candidate.
Schedule: Monday to Friday 8:00-4:30. This position may qualify for hybrid work after successful completion of probationary period. Occasional travel may be required.

Responsibilities:
Contract Administration:
This individual is responsible for administering the Request for Proposal (RFP) process for their assigned district. They will draft new contracts, renewals, and amendments, as well as document and track the assigned contracts regarding performance measures.
Accounting:
Establish annual district budget reflecting priorities and budget constraints. Maintain accounting system tracking usage of allocated funds. Determine accuracy and appropriate documentation for all vendor invoices. Prepare and submit claims for payment. Maintain accurate record of all payments. Complete monthly reports on expenditures and youth served.
Contract Compliance Review:
Conduct annual contract compliance reviews for service contracts within assigned district. Monitor vendors for compliance with contractual requirements. Work to resolve deficiencies discovered during review.
Administrative:
Compile statistical reports. Assist in special projects as requested.

Positions in this class are exempt from the screening and referral requirements of the Iowa Department of Administrative Services - Human Resources Enterprise.
Minimum Qualification Requirements
Bachelor’s degree from an accredited college or university and one (1) year of relevant experience in accounting, budgeting, contract administration or auditing required.
Ability to travel as needed.

Accuracy and attention to detail are must-haves.
Knowledge of state laws and administrative rules applicable to governmental RFP and contracting processes.
Knowledge of generally accepted governmental accounting principles.
Strong math skills.
Good oral and written communication skills.
Ability to interpret and understand contract language and work with a variety of contracts.
Analytical and problem solving skills.
Ability to work independently or as a team member with minimal supervision.
Ability to work with confidential information on a regular basis.
