The Planning & Governance branch of IT is seeking an experienced and energetic leader who is passionate about leading the organization that drives the focus and outcomes of systems delivery teams, ensuring IT’s work aligns with the strategy and goals of our organization. The Director of the Programs and Project Management Office will be responsible for supporting and enabling the organization’s programs, projects, and structured work efforts. (S)he wil l be accountable for multi-sourced simple to complex programs and projects, and portfolios including business and technology tra nsformational programs and solution enhancement projects across contemporary and heritage solutions. This dynamic leader will work in concert with the following groups and change leaders: business stakeholders, business partners, solution delivery, infrastructure & operations, and third party solution providers .   • Oversee program and project management, portfolio management, resource management, release and change management functions, activities, and deliveries

  • Facilitate stakeholder and leadership alignment to foster joint prioritization and delivery approaches

  • Develop, establish and implement right-sized program and project management frameworks (incl. standards, processes, methods and tools) for internally or externally sourced programs to improve the likelihood of consistent and successful delivery

  • Build mutually-beneficial partnership with peer program system delivery leaders from strategic Suppliers

  • Establish and maintain recurring communications regarding pertinent contract activities for key leaders and stakeholders

  • Establish release management frameworks to improve the consistency and communication of delivery plans

  • Establish resource planning frameworks inclusive of IT and business needs

  • Provide overall program and project governance, including management reports on performance indicators and associated corrective action needs

  • Support the budgeting process

  • Become a trusted adviser to leaders and employees alike

  • Recruit, coach, and guide staff in the following functions: program management, project management, vendor oversight and relationships, release management

  • Continually seek opportunities to strengthen and simplify practice areas

    Position Qualifications

  • Bachelor’s degree in computer science, information systems, business administration or related field required. Master’s degree preferred

  • Program Management Professional (PgMP) or Project Management Profession certification (PMP) preferred

  • Certified Regulatory Vendor Program Manager (CRVPM) preferred


  • Fifteen or more years of experience in IT

  • Ten or more years of experience in Program or Project Management

  • Seven or more years of experience in advanced leadership

  • Demonstrated success leading multi-sourced teams

  • Demonstrated experience liaising across organizations

  • Demonstrated competency reporting on value delivery

  • Experience with one or more project management methodologies (e.g. PMI, PMBOK, PRINCE2, agile)

  • Knowledge of project planning tools with evidence of practical application

    Computer Skills:

  • Knowledge of ServiceNow and Jira preferred
