Senior Engineering Manager - Air Combat Test & Training Datalinks (Onsite)

Collins Aerospace, a Raytheon Technologies Company (NYSE: RTX), pioneers innovative communication solutions for government applications. The Air Combat Test & Training (ACTT) Engineering Department specializes in developing state-of-the-art products for cryptographic, datalink, networking, and command and control applications. Focused on U.S. military communication systems, navigation systems, and networks, we guide products from concept phase through accreditation to factory production. This includes design, analysis, test, and certification, integrating them into the Live, Virtual, and Constructive (LVC) Training Environment. Positioned in the Mission Systems business unit, our role involves addressing challenges such as developing next-generation secure aircraft instrumentation for the next generation, LVC for test and training, and crafting product roadmaps and architectures.

ACTT is looking for a Senior Engineering Manager to lead our datalink subsystem team. The datalink subsystem is responsible for developing, integrating, and testing ACMI waveforms. Our team culture is highly collaborative and uses a tailored version of the Scaled Agile Framework to meet our program goals.

This role is located onsite in Cedar Rapids, IA and is eligible for relocation assistance.

Position Overview:

The Senior Engineering Manager will be responsible for all aspects of the team to include staffing, development, training, hiring, succession planning, performance appraisals, compensation planning, and promotions. The manager must maintain positive customer relationships, forecast the team’s labor requirements, and deploy qualified staff to support programs. The manager will support and regularly communicate organizational strategies and objectives and provide technical and/or project leadership support to a wide variety of programs. The candidate must be an expert technical advisor in software design to ensure successful program execution. He/she will provide technical/functional oversight of conceptual & detailed design of ACMI datalink waveforms.

The candidate must have an outstanding ability to provide technical guidance and act as a mentor to his/her staff. The candidate must be adept at making technical presentations and at establishing customer relationships. The candidate must be effective at planning, budgeting, forecasting, negotiating, communication, and organization skills.

What You Will Do:

  • The Senior Engineering Manager will have a technical role on at least one program in addition to performing the day-to-day leadership of a group of design engineers, with the primary responsibility of ensuring that each employee has suitable work assignments and opportunities for growth and advancement.

  • Your duties will include performance development and appraisal, salary planning, manpower planning, career coaching, and ensuring adherence to company policies.

  • You will contribute to the technical oversight of employees, monitor program execution, and provide subject matter expertise in direct support of program efforts and proposal activities.

  • You will assist with proposal preparation including estimating the scope of new engineering projects.

Qualifications You Must Have:

  • Must be a US Citizen

  • Must have, or be capable of obtaining, a US Department of Defense (DoD) security clearance. (Candidate selected will be subject to a government security investigation/reinstatement and must meet eligibility requirements.)

  • Experience in the following areas of responsibility:

  • Leading a team in performing integration, systems engineering, and software development

  • Bidding, planning, and managing project budget, schedule, and scope.

  • Creating collaborative team cultures that drive predictable program performance to consistently meet business and customer commitments.

Qualifications We Prefer:

  • Experience in the following areas of systems engineering: requirement development, design, and integration and test

  • Experience developing in the Agile framework.

  • Experience in air combat and/or training concept of operations

  • Experience supporting business development and program management in creation of business cases and product roadmaps.

  • Experience in NSA certified developments

  • Experience as engineering bid lead on large, complex pursuits

  • Proficiency with the Linux operating system

  • Proficiency in hardware and software troubleshooting

  • Preferred applicants will currently hold a Secret (or above) security clearance or have held one within the past two years.

The salary range for this role is 118,000 USD - 246,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
