Job Description

This position serves as the Iowa Department of Transportation's Davenport Resident Construction Engineer. The Resident Construction Engineer is responsible for the overall administration and supervision of 15 permanent employees and 4-8 seasonal employees during the construction season. This position administers construction projects on primary highways in approximately 5 counties in east central Iowa, to ensure compliance with the contract documents along with overall concept of the project is met.

In addition to administering construction projects, primary responsibilities include: Providing information, technical support, address the concerns and needs of both internal and external customers. Participate in the development of the transportation improvement program for construction projects from preliminary planning through contract letting. Selects permanent supervisory and administrative staff along with managing the operations of the Resident Construction Office, this includes coordinating inspection and survey activities, materials sampling and testing, measuring and documenting completed items of work for payment, maintaining detailed project records, initiating contractor payment for completed and accepted work, formally accepting and auditing completed contracts, and preparation of as-built plans.

Duties require close coordination with internal DOT staff, contractors, FHWA, State, County and Cities jurisdictions, property owners, enforcement and regulatory agencies and concerned citizens.

Shift: Monday through Friday, 7:45 AM to 4:30 PM; some evenings and regular travel throughout east central Iowa and Ames required, occasionally overnight.

Minimum Qualification Requirements

Licensed as a professional engineer, and the equivalent of three years of full-time licensed professional transportation or related civil engineering experience, one year of which must have included project management or leadwork responsibilities. Must have, or prior to appointment, must obtain an active Iowa professional engineering license through the Iowa Professional Licensing Bureau – Engineering and Land Surveying Examination Board;

OR

a Masters degree in chemical, civil, construction, environmental, materials, structural or transportation engineering; or an area closely related to transportation engineering may be substituted for one year of the required experience;

OR

employees withcurrentcontinuous experience in the state executive branch that includes experience equal to two years of full-time experience as a Transportation Engineer.
