Job Description

The Iowa Department of Revenue’s Internal Services Division is seeking an Accountant 3 to join our Accounting & Finance Bureau. The Internal Services Division manages all administrative functions for the Department, including the following:

  • Manages the Department’s $155.4 million budget and provides centralized accounting services

  • Performs project management and management of facilities

  • Coordinates Department procurement

  • Oversees general administrative services for the Department

  • Protects and preserves taxpayer information

  • Manages human resources, data analytics, security & disclosure, and communication strategy throughout various types of media

    Responsibilities of this position include:

  • Act as a lead accounting subject matter expert for modernizing the state accounting I/3 system and the department’s integrated tax system (IMPACT).

  • Assist supervisor in directing and checking work performed by others in the accounting section to ensure all local government transfers and financial documents meet DAS-SAE policies and procedures and meet Iowa code deadlines.

  • Direct the receipt, posting, and reconciliation of all incoming revenue deposits and make transfers to other state agencies and local governments.

  • Provide assistance to requests for information from the Auditor of State

  • Answers questions from other staff and internal and external stakeholders.

  • Must perform these duties with little or no direct technical oversight.

  • Develop an onboarding training plan for new accountants and identify new opportunities to cross-train current staff while creating and maintaining effective desk manuals. Job Responsibility #8 Serve as the liaison between banking institutions and the department. Job Responsibility #9 Will provide expertise and advice to vendors to ensure that accounting policies and procedures are implemented in accordance with Dept. of Revenue needs.

Preference will be given to candidates with experience in the following:

  • Experience working in the I/3 State Accounting System

  • Experience working with the department's integrated tax system (IMPACT)

  • Prior experience demonstrating an understanding of DAS/SAE accounting policies and procedures and ability to research and apply Iowa codes, policies, and administrative rules accurately

Job Specific Competencies:

  • Knowledge of professional accounting principles, theories, concepts and terms.

  • Displays a high level of initiative, effort, attention to detail and commitment by completing assignments efficiently with minimal supervision.

  • Ability to acquire knowledge of specialized procedures and subject matter encountered in specific assignments.

  • Knowledge of the programs of the department for which accounting services are provided.

  • Knowledge of the structure, policies and operating details of the accounting system or segment thereof for which responsible.

Minimum Qualification Requirements

Graduation from an accredited college or university with twelve semester hours in accounting course work and experience equal to thirty months of responsible full-time work in accounting, accounts examination or verification, budgeting or closely related fiscal work with a governmental agency, public accounting firm, or private industry;

OR

an equivalent combination of education and experience substituting one year of the required experience for each year of the required education to a maximum of four years;

OR

an equivalent combination of education and experience substituting thirty semester hours of graduate level course work in accounting, business administration or finance for each year of the required experience to a maximum substitution of sixty hours;

OR

Certified Public Accountants will qualify with eighteen months of the required experience;

OR

employees withcurrentcontinuous experience in the state executive branch that includes experience equal to nine months of full-time work. as an Accountant 2.
