TEKsystems BSA Compliance Manager in Des Moines, Iowa

Job Responsibilities:

Responsible for developing and overseeing the Bank’s AML, CFT, CIP, OFAC, and information security programs in alignment with regulatory requirements and industry best practices. This position advises Bank management of emerging AML, CFT, CIP, and OFAC.

The BSA Officer is responsible for developing and overseeing the Bank’s AML, CFT, CIP, OFAC, and information security programs in alignment with regulatory requirements and industry best practices. This position advises Bank management, subsidiaries, and affiliates of emerging AML, CFT, CIP, OFAC and information security risks and guides the Bank in establishing controls to mitigate said risks. This position also manages a team of direct reports to perform and escalate AML, CFT, CIP, and OFAC priorities throughout the Bank.

Primary Functions and/or Responsibilities:

  • Develops, oversees, and continually improves the Bank’s AML, CFT, CIP, OFAC Program in a manner consistent with related rules and regulations, and industry best practices, including:

  • Serves as the Board appointed BSA Officer, CIP Officer, and OFAC Officer.

  • Serves as enterprise-wide resource on AML, CFT, CIP, OFAC.

  • Maintains the AML, CFT, CIP, OFAC risk assessment and aligns the AML, CFT, CIP and OFAC Programs to the same.

  • Manages the change management process, including education and implementation, as applicable, for new and proposed rules, notices, advisories, and industry enforcement actions.

  • Manages AML, CFT, CIP, OFAC, and Model Validation audits and exams. Oversees that full and complete corrective action is taken with respect to findings and deficiencies.

  • Prepares and presents reports, to Bank management and the Board of Directors, on the Bank’s AML/CFT/CIP/OFAC Programs and related issues, including regulatory changes and relevant enforcement actions.

  • Develops and oversees the due diligence governance for customers, including Money Service Businesses and Marijuana Related Businesses.

  • Manages the completion of correspondent bank due diligence certifications.

  • Recommends customer account maintenance changes to Bank management, based on the established program and alerts.

  • Oversees the administration and analysis of the Verafin platform, CTR filings, SAR filings, Section 314(a) and 314(b) of the USA Patriot Act, AML/CFT/OFAC alerts and investigations, and AML/CFT/OFAC Bank training.

  • Coordinates the Bank’s information security program in a manner consistent with related rules and regulations including, information security related policies and procedures, tabletop exercises, training, and Board of Directors reporting. Serves as the Chief Risk Officer appointed Information Security Officer.

  • Serves as a member and/or active participant for the Enterprise Risk Management Committee and Incident Response Plan.

  • Maintains relationships with industry peers, including law enforcement agencies. Serves as an active member of peer groups in the industry and in our market(s).

  • Provides direct supervisory oversight and management to team members and promotes their growth and development within the Bank.

  • Performs other duties as assigned.

Qualifications:

  • 8-10 Years of experience required

  • Four-year college degree in a related field preferred OR an equivalent combination of education and experience

  • At least eight years of banking experience required, with at least five years of experience or training in AML, CFT, and OFAC related regulations, processes and practices required

  • Supervisory experience preferred

  • Certified Anti-Money Laundering and Fraud Professional and/or Certified Anti-Money Laundering Specialist designations, credentials preferred

  • Ability to identify and implement practical solutions to complex business and regulatory problems

  • Demonstrated flexibility and organizational skills to manage numerous and sometimes competing responsibilities of varying urgency and criticality within a fast-paced work environment

  • Hardworking, responsive and adaptable to what the situation dictates, including possessing the diligence to advance matters independently, combined with the strong interpersonal skills to work effectively in a diverse team

  • Excellent business discernment and the ability to evaluate risk from a business perspective

  • Ability to communicate complex matters with various individuals, including upper management

  • Knowledge of Bank operations required

  • Proficiency with IBS Insight, Evision, and Verafin preferred

  • Advanced knowledge of the Bank Secrecy Act; USA PATRIOT Act; Regulation CC; and Regulation E
