Job Description

The Iowa Department of Health and Human Services’ (Iowa HHS) Public Health Division, Bureau of Health Statistics is seeking a Clerk Specialist.

Summary:

This position will process change requests to death records in the Iowa Vital Events System (IVES). This position will issue burial transmit permits in accordance with Iowa Code and Administrative Rules. This position will register all death transcripts of Death Reports of Citizens Abroad. Will prepare certified copies of vital records after changes in accordance with the Iowa Code and Administrative Rules.

This position will provide guidance and support to staff and advise supervisors on processing of death change requests. Will provide consultation to funeral directors, certifiers, other agencies and members of the public as it relates to changes to death records and Iowa Code and Administrative Rules authority. Will be responsible to communicate via written and oral correspondence with a wide variety of agencies and professionals involved in changing death records including but not limited to attorneys, hospital staff, certifiers, county registrars, other government agencies and the general public.

The position oversees the claims and ordering process for the Bureau. Will be responsible to maintain inventory of certified copy paper assigned to them and document voided paper and paper unaccounted for.

This position requires knowledge of entitlement and legal action changes as outlined by Iowa Code and Administrative Rules. Will be able to make decisions regarding changes to death records in accordance with these laws and rules. Completes special projects or other duties as assigned within the established timeframes.

3 years’ of basic high school math courses (or 12 semester hours of college level basic math courses or above) or 6 months’ experience where clerical accounting was a major function of the job which required the following:

  • Ability to apply math skills in addition, subtraction, multiplication, division, percentages and fractions and basic algebra to pre-established accounting systems or procedures.

  • Ability to use and modify electronic spreadsheet software such as EXCEL

  • Ability to interpret and apply fiscal regulations

  • Ability to read and understand basic financial and statistical reports

Minimum Qualification Requirements

Experience equal to three years of full-time clerical or closely related work;

OR

an equivalent combination of education and experience, substituting graduation from high school, G.E.D. equivalency or satisfactory completion of a recognized correspondence or formal job-related training course at the high school or equivalent level such as that offered by WIN, OEO, CEP, CIVEC or similar programs, for one year only of the required experience;

OR

an equivalent combination of education and experience, substituting nine months or thirty semester hours coursework in an accredited business school, college or university for each year of the required experience;

OR

certification from the State of Iowa Administrative Assistant Certificate Program will substitute for six months of the required experience;

OR

employees with current continuous experience in the state executive branch that includes the equivalent of eighteen months of full time experience as a resident treatment worker or Clerk–Advanced.
