Job Description

This is a non-merit position with the Iowa Insurance Division . Positions in this class are exempt from the screening and referral requirements of the Iowa Department of Administrative Services - Human Resources Enterprises.

The Iowa Insurance Division is currently seeking anAttorneyto join the Company Regulation Bureau. The Company Regulation Bureau (CREG) is responsible for the solvency of insurers doing business in Iowa.

The Company Regulation Counsel will be responsible for the following duties:

• Researches laws, legal opinions, policies, regulations, legal texts; drafts letters, memos, and opinions.

• Performs legal review and analysis and makes recommendations of regulatory filings made by insurers regarding compliance with Iowa law and Accounting Practices.

• Reviews articles of incorporation and by laws of Iowa domiciled insurers to determine compliance with Iowa statutes and regulations.

• Responds to requests for information on requirements of insurance laws and regulations and statutory accounting principles.

• Coordinates public records requests involving Company Regulation data.

• Collaborates with subject matter experts and other Bureaus within the Insurance Division to gain additional insight into complex or unusual topics.

Successful candidates will demonstrate: A strong legal foundation; Attention to detail; Ability to meet critical timeframes; Intellectual and conceptual ability to think critically in order to make decisions, which includes measuring, calculating, reasoning, analyzing, prioritizing and synthesizing data; Maintain effective, respectful working relationships with regulated entities and individuals, trade associations, and legislators; Complete multiple tasks accurately and within assigned periods; Ability to document adequate notes to record actions and the information gathered to document work performed; Proficient in use of personal computers, peripheral equipment and various software packages, including the Microsoft Office Suite.

Minimum Qualification Requirements

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

  • Graduation from an accredited four-year college or university with a degree in insurance, accounting, actuarial science, risk management, finance, or business, and experience equal to three years of full-time work in insurance industry examination, financial analysis, quality assurance, enterprise risk management, or corporate governance.

  • Graduation from an accredited college or university with a law degree, and possession of a license to practice law in Iowa.

  • All of the following (a and b):

  • A total of four years of education and/or full-time experience, where thirty semester hours of accredited college or university course work in insurance, degree in insurance, accounting, actuarial science, risk management, finance, or business equals one year of full-time experience in insurance industry examination, financial analysis, quality assurance, enterprise risk management, or corporate governance; and

  • A total of three years of graduate-level education and/or full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university coursework in business, law, actuarial science, computer science, or pharmaceutical science equals one year of full-time experience.

  • Current, continuous experience in the state executive branch that includes one year of full-time work as an Insurance Examiner 2.
