Job Description

The Iowa Department of Public Safety Division of Criminal Investigation is seeking a Criminal History Records Specialist (Clerk Specialist/pay grade 18) position for the Records and Identification Unit. The minimum starting salary for a pay grade 18 is $33,092.80.

    This position is responsible for effectively and confidentially analyzing, maintaining, and providing accurate criminal history data for law enforcement agencies and the public. This position is responsible for adding and modifying court disposition's according to the information received from the 99 Iowa Clerk's of District Court in the criminal history database, which requires entering accurate misdemeanor or felony convictions on an individual's Iowa criminal history record. This position is also responsible for auditing and entering ink rolled criminal fingerprint cards received from law enforcement agencies as well as identifying and discrepancies within Iowa criminal history records and remedying those discrepancies using various databases at one time. Corrections and modification are also made to arrest cycles and criminal histories per Iowa law enforcement agency's request daily, which may require direct communication with Iowa law enforcement agencies. Complete and accurate data must be determined to ensure the integrity of all data being added or removed from an individuals criminal history record.

    This position will have direct access to Iowa courts on-line, ICON (corrections database) and IOWA System files to ensure an individuals criminal history record is accurate and complete. Cross-referencing between Iowa courts on-line, IOWA System, ICON, and hard copy criminal history record jackets are required and important to determine accuracy in a record.

    This position also has access to the IOWA/NCIC System, which requires certification through the Department of Public Safety that will be required within 6 months of employment. This position will also review FBI records associated with Iowa and remedy any discrepancies, which is all done through the IOWA/NCIC System and Interstate Identification Index (III). Records are reviewed, queried and updated to be in line with the criminal history record information, including the correct date of birth, social security number, and spellings of names.

    The successful applicant must pass a thorough background investigation conducted by the Iowa Department of Public Safety.

Minimum Qualification Requirements

Experience equal to three years of full-time clerical or closely related work;

OR

an equivalent combination of education and experience, substituting graduation from high school, G.E.D. equivalency or satisfactory completion of a recognized correspondence or formal job-related training course at the high school or equivalent level such as that offered by WIN, OEO, CEP, CIVEC or similar programs, for one year only of the required experience;

OR

an equivalent combination of education and experience, substituting nine months or thirty semester hours coursework in an accredited business school, college or university for each year of the required experience;

OR

certification from the State of Iowa Administrative Assistant Certificate Program will substitute for six months of the required experience;

OR

employees with current continuous experience in the state executive branch that includes the equivalent of eighteen months of full time experience as a resident treatment worker or Clerk–Advanced.
