Join the Iowa Workforce Development team as anEmployer Liability Specialist – Adjustments and Chargebacksin our Unemployment Insurance (UI) Tax bureau, located at 1000 E Grand Ave., Des Moines, IA.

About Iowa Workforce Development

Iowa Workforce Development (IWD) is a state agency dedicated to providing exceptional employment services and connecting employers with skilled workers. Your key responsibilities will include:

  • Review and process wage adjustments submitted by employers/agents and initiate assessments of additional tax, interest and/or penalty due or issue a credit statement.

  • Process refund request received from employers.

  • Transfer appropriate experience and re-compute tax rates for any years effected.

  • Review and process out of state wages.

  • Complete any duties relating to maintenance of UI accounts.

  • Take appropriate action on decision issued by the Unemployment Insurance Services Center (UISC).

  • Refer employer information for possible fraud to Investigation and Recovery Unit.

  • Verify that benefit charges are correct.

  • Investigate employer complaints and appeals.

  • Correspond with employers, accountants, attorneys to explain Iowa Employment Security Law, Administrative Rules, and policies.

  • Explain decisions issued on claims by UISC and Administrative Law Judge’s, Appeal Board, and the courts regarding eligibility of claimants for benefits and the charging of those benefits to employer accounts.

  • Make charge adjustments from the daily lists, mail, email, and phone calls.

The successful candidate will:

  • Investigate discrepancies with electronic billing.

  • Combined Wage Claim (CWC) billing from other state (Iowa transferred wage credits to other state).

  • Prepare requests on special payroll form to pay the state by warrant or electronic transfer.

  • Determine if an Iowa employer is chargeable for benefits billed by other states and make appropriate charges as required.

  • Investigate Iowa employer questions and decisions issued by UISC, Administrative Law Judge, Employment Appeal Board.

  • Balance quarterly charges posted to employer accounts and billed to other states and adjust as needed.

  • Review the “pay order to charges” comparison list, reimbursable auxiliary file, overpayment reduction list for any errors to correct to balance employer accounts.

  • Prepare reports for the agency’s actuary and managers of the Tax Section Adjustment/Chargeback Unit.

  • Participate in decision making with unit manager, section supervisor, data processing staff and other agency personnel.

  • Serve as a liaison between the Tax Section and the UISC when employer’s file tax appeals.

  • Stay up to date with State and Federal Employment Security Law to keep employers, accountants, attorneys, legislators, and agency personnel informed.

  • Appear as a representative for Iowa Workforce Development to verify legal points of law and supply facts related to liability determinations that are appealed by employer.

  • Testify at administrative, district court, and grand jury hearings, as needed, to present facts and evidence concerning investigations.

Essential functions:

  • Provide documentation and data that support decisions made on employer’s accounts during appeal hearings.

  • Strong understanding of CWC billing from other states, electronic billing, and investigating discrepancies.

  • Ability to prioritize work, meet deadlines, and maintain confidentiality.

  • Communicate effectively with employers and stakeholders.

  • Familiarity with standard office software and agency-specific applications.

Hours of Work: Monday – Friday 8:00am-4:30pm. Hybrid telework and alternate work schedule opportunities for eligible classifications after 6-months of employment has been completed.

Minimum Qualification Requirements

Graduation from a four year accredited college or university supplemented by four semester hours of accounting course work, and one year of financial auditing, tax collection, or related experience;

OR

an equivalent combination of education and experience substituting one year of financial auditing, tax collection, or related experience for one year of required minimum education with a maximum substitution of four years;

OR

an equivalent combination of education and experience substituting one year of financial auditing, tax collection or related experience for four semester hours of the required course work;

OR

employees withcurrentcontinuous experience in the state executive branch that includes experience equal to nine months full-time work as an Accountant/Auditor 1.
