ICF Consulting Group, Inc. FEMA Mitigation Leader - Remote in Des Moines, Iowa

ICF's Disaster Management (DM) Division seeks a Senior Leader who will play a key leadership role in growing and managing its rapidly expanding Disaster Management practice, focusing on mitigation programs within the Federal Emergency Management Agency (FEMA). Responsibilities will include creation and execution of a market strategy for identifying and assisting with pursuit of opportunities related to Building Resilient Infrastructure and Communities (BRIC) and Hazard Mitigation Grant (HMGP) programs. Demonstrated success and experience in selling and leading FEMA mitigation projects a must. Experience with FEMA Public Assistance and/or HUD’s Community Development Block Grant Mitigation (CDBG-MIT) programs is also a plus.

This position requires an understanding of the disaster mitigation and recovery and community resiliency market as well as high value potential client spaces for delivery of these services. Principally a leadership role, the position will focus on expanding current FEMA work to include mitigation programs, as well as developing and winning new work directly for mitigation programs with a view toward leading a growing portfolio of such work. The successful candidate will work effectively with ICF DM senior management, client sales leaders, technical strategy leaders, project managers and external stakeholders to position, secure, and deliver quality projects. The successful candidate must also have the abilities and skills to coordinate mitigation opportunities and capabilities across and in partnership with other ICF Divisions and programs.

This is a remote-based position with ability to travel up to 20% as needed based on current and prospective clients.

ROLE

  • In partnership with Division leaders, execute division-wide market strategy for FEMA mitigation programs (HMGP, BRIC, etc.) and expand the market profile and relationship network in support of Division growth objectives.

  • Conceptualize and put into action a strategy for holistic community-based resiliency, mitigation, and recovery.

  • Lead mitigation marketing initiatives and support proposal development in conjunction with proposal and capture managers, marketing and sales teams, and business development leaders.

  • Serve as strategic advisor supporting project execution for hazard mitigation projects in coordination with program staff

  • Provide subject matter expertise on FEMA and mitigation programs to ICF staff including but not limited to division leaders, technical leads, project managers, and sales leaders to ensure success of the division.

  • Contribute to the professional development of staff

EXPECTATIONS

  • Keep abreast of FEMA’s Mitigation programs including FEMA’s Building Resilient Infrastructure and Communities (BRIC) program

  • Assist division in full business development lifecycle, strategy, market intelligence personnel, and project execution

  • Keep abreast of the industry and business challenges and leverages this knowledge to focus on repeat client business.

  • Establish a nationwide reputation for expertise on FEMA’s Mitigation efforts and the BRIC Program

  • Establish and proactively maintain strong professional relationships and credibility with business and client executives.

EXPERIENCE & SKILLS

  • 10+ years experience developing enterprise wide business development or market strategies for rapid growth of over $10M.

  • 10+ years in a similar executive Project Management role, and at least 15 years of overall experience.

  • 10+ years experience managing large-scale, multi-million-dollar hazard mitigation projects at the executive level.

  • 10+ years of experience working with federal mitigation funding with expertise in regulatory requirements and the process for demonstrating compliance with these requirements (e.g., FEMA HMGP, PDM, Public and Individual Assistance)

  • 10+ years experience addressing strategic issues in hazard mitigation and disaster recovery operations that have complex political and programmatic elements.

  • Ability to formulate creative and strategically oriented approaches and profitable solutions to ensure growth demonstrated by success in service execution, client relationships, and profitability.

  • Ability to manage complex cross-functional teams to achieve high levels of production, meet tight deadlines, and deliver compliant, quality work products and successful business results.

  • Strong written and verbal communication skills, emotional intelligence, critical thinking skills, and integrity and ethics.

  • Proficiency with Microsoft Office (Word, Excel, PowerPoint and Project Management Software).
