Job Description
The Fifth District Department of Corrections is seeking a Human Resources Professional 1. This position will independently oversee all Human Resources operations for the district.
Hours: Monday thru Friday 8:00 a.m. - 4:30 p.m.
Duties include, but are not limited to:
Independently executes all operational aspects of Human Resources for the district, such as: policy and procedure review, benefits, compensation, workers' compensation, FMLA, affirmative action/equal employment opportunity, employee assistance and internal investigations to ensure HR management functions are delivered and applied consistently by DAS-HRE rules, policies, procedures, and collective bargaining agreements.
Oversees all hiring operations for the district, to include: completing PDQ's, preparing postings for NeoGov, reviewing lateral reassignment requests, preparing interview questions, coordinating interview dates, completing background checks, scheduling assessments, preparing offer letters, completing new user requests and conducting New Employee Orientation.
Advises district management, supervisors and staff regarding personnel matters. Personnel matters may include the application of policy and procedures, disciplinary measures, affirmative action/equal employment opportunity, recruitment, selection, compensation, and classification.
Serves as a member of the district’s Executive Team and advises management on a broad range of complex personnel issues and/or situations
Oversees benefit administration as a HRA Benefit Partner. Advises employees concerning their rights and entitlement to employee benefits (e.g., vacation and sick leave, insurances, retirement)
Maintains and oversees the departments investigation process and records. Assists supervisors with questions regarding the investigation process and applies policy and procedure to alleged violations. Serves as the designee for all grievances, employee disputes and unemployment hearings. Creates grievance binders and submits all required documentation for review by DAS LRT, PERB or IWD.
Lead project management in Human Resources which includes: Laserfiche, employee background checks in accordance with PREA, accreditation, auditing performance evaluations, maintains table of organization, point of contact for all COVID-19 guidance and questions.

Minimum Qualification Requirements
Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
Graduation from an accredited four-year college or university with a Bachelor's degree.
A combination of a total of four years of education and full-time experience in technical or professional human resources work, where thirty semester hours of accredited college or university course work equals one year of full-time experience.
Current, continuous experience in the state executive branch that includes three years of full-time work performing technical human resources work.
