Job Description

This is a non-merit position with the Iowa Office of the Chief Information Officer. Only applicants who meet the Minimum Qualification Requirements and meet all selective requirements will be placed on the eligible list.

The Office of the Chief Information Officer (OCIO) is recruiting to fill an Executive Officer 4 position to be the Information Technology (IT) Contracting Program Manager.

Duties include:

  • Developing and directing the Office of the Chief Information Officer Information Technology (IT) contracting program pursuant to Iowa Code Chapter 8B.24. Responsibilities include oversight of a $50+ million contract portfolio and related duties.

  • Coordinating routinely with the Iowa Department of Justice concerning legal contracting matters to ensure compliance with State Law for all contracts entered into by the Office of the Chief Information.

  • Serving as a key point of contact for IT procurements in the State of Iowa - either by acting directly as the procurement officer of record for IT procurements, or overseeing and directing the work of lower level IT procurement officers in the management of critical IT contracting matters for the State of Iowa.

  • Meeting and coordinating with State agencies to triage acquisitions, ensure state requirements for IT procurements are followed, and generally advice on process, procedures, and necessary steps required to draft, issue, evaluate, and award Requests for Proposal and other solicitations.

  • Drafting and directing the drafting of administrative rules, legislative proposals, and policies/procedures as they pertain to IT contracting for the Office of the Chief Information Officer in conformance with Iowa Code Chapter 8B.24.

  • Preparing responses on behalf of the OCIO concerning IT contracting and procurement matters - whether in response to external inquiries or in coordination with state audits and other compliance tests designed to affirm OCIO's conformance to applicable processes, procedures, rules, and laws.

These are contracts with various vendors or other service providers and the applicant must have demonstrated experience and/or education that allowed them to review performance and service delivery and know what to do and be able to act when performance does not meet expectations. Includes: drafting or developing contracts for provision of products and/or services and the related budget components; negotiating the terms of contracts to include: costs, timeframes and performances expectations and/or work products; monitoring and managing all aspects of the contracts: to include timely submission of financial reports, performance reports, work products and determining when appropriate benchmarks for payment of invoices are met. Specific educational courses that relate to the selective might include: contract management, business law, principles of economics, business management and similar courses.

6 months' experience, 12 semester hours, or a combination of both in the development of written documents that will create policies, standards, and procedures.

Minimum Qualification Requirements

Graduation from an accredited four-year college or university and the equivalent of six years of full-time management oriented experience in a recognized administrative support area, e.g., finance, personnel, engineering, law, regulation, human resource management, data processing, program research or evaluation;

OR

substitution of experience of the caliber and scope indicated above for the required undergraduate college education on the basis one year of qualifying experience is equivalent to one year of undergraduate education;

OR

graduation from the Iowa Certified Public Manager Program may substitute for one year of education or one year of experience;

OR

substitution of twenty-four hours of graduate level coursework in a special program curriculum, e.g., Social Work, Law, Education, Engineering, Public or Business Administration for each year of the required experience to a maximum substitution of two years;

OR

employees with current continuous experience in the state executive branch that includes the equivalent of twelve months of full-time experience as an Executive Officer 3 or two years as an Executive Officer 2 or comparable level management level positions shall be considered as qualified.
