The Infrastructure Administrator role is to plan, organize, and manage the overall IT infrastructure to ensure the stable operation of the judicial branch’s network. This includes installing, maintaining, supporting, and optimizing key functional areas, particularly network infrastructure, server infrastructure, data communications, and data storage systems. Will also analyze and resolve end user network, hardware and software computer problems in a timely and accurate fashion when necessary.

This position is eligible for the option to telework after the initial training period. We offer the availability to hire above minimum salary to candidates, based on their experience and education.

Responsibilities:

Assist with the design and implement short- and long-term strategic plans to ensure infrastructure capacity meets existing and future requirements.

Perform network design and capacity planning.

Develop, implement and maintain policies, procedures, and associated training plans for network resource administration, appropriate use, and disaster recovery.

Participate in the development of IT strategies in collaboration with the management team.

Assist with the preparation of RFPs, bid proposals, contracts, scope of work reports, and other documentation for infrastructure projects and associated efforts.

Interact and assist Procurement Officer with negotiations with vendors, outsourcers, and contractors to secure network products and services.

Conduct research and make recommendations on products, services, protocols, and standards in support of all infrastructure procurement and development efforts.

Manage servers, including, but not limited to, e-mail, file and print, proprietary applications, and backup servers and their associated operating systems and software.

Manage security solutions, including firewall, anti-virus, and intrusion detection systems as needed.

Manage all network hardware and equipment, including routers, switches, hubs, and UPSs.

Collaborate with executive management and business unit leaders to assess near- and long-term WLAN capacity needs.

Document the WLAN’s architecture, design, and layout, including protocols and standards used, as well as configuration.

Ensure network connectivity of all workstations.

Administer all equipment, hardware, and software upgrades.

Assist Procurement Officer with network asset management, including maintenance of network component inventory and related documentation and technical specifications information.

Administer and maintain end-user accounts, permissions, and access rights.

Perform server and security audits.

Perform system backups and recovery.

Monitor and test network performance and provide network performance statistics and reports.

Recommend, schedule, and perform network improvements, upgrades, and repairs.

Provide guidance to junior members of the team.

Other duties as assigned.

This is a non-merit position with the Iowa Judicial Branch. Candidates must follow the instructions in the "To Apply" section.

Positions in this class are exempt from the screening and referral requirements of the Iowa Department of Administrative Services - Human Resources Enterprise.

Minimum Qualification Requirements

Associate’s degree from an accredited college or university in business administration, public

administration, or computer science preferred, and at least 1 year of relevant experience.

OR

At least 3 years relevant experience. One year of college may substitute for a maximum of one year of work experience.

Valid State of Iowa driver’s license and reliable transportation required for all positions that require travel.

Must be available on-call as needed for emergencies, after hours and scheduled maintenance.

Applicants must show proof of the legal right to work in the United States, sponsorships are not available for this position.

Relocation assistance is not available for this position.

Knowledge & Experience

Excellent knowledge of managing and delivering infrastructure design and operational excellence.

Working technical knowledge of current network hardware, protocols, and standards; as well as network and PC operating systems.

Comfortable working in both Windows and POSIX-compatible operating environments.

Exceptional knowledge of service and application delivery.

Hands-on hardware troubleshooting experience.

Knowledge of applicable data privacy practices and laws.

Knowledge and abilities in server and network performance tuning and troubleshooting.

Ability to conduct research into networking issues and products as required.

Ability to present ideas and communicate in both technical and user-friendly language

Understanding of the Branch’s goals and objectives.

Highly self-motivated and directed.

Keen attention to detail.

Proven analytical and problem-solving abilities.

Ability to effectively prioritize and execute tasks in a high-pressure environment.

Experience with configuration and troubleshooting of Fortinet, Extreme, Cisco, Brocade, and Aruba hardware preferred.

Experience with configuration and troubleshooting of Active Directory, Group Policy, Azure and Azure AD preferred.

Experience working with Cloudflare CDN preferred.

MSCE or equivalent multi-year experience working with Windows Domain, DNS, & DHCP Administration preferred.
