Job Description

The Investigator 2 position conducts investigations necessary to meet statutory requirements of the bureau and to collaborate with the investigator and attorney. Investigations include, but are not limited to, violations of the board's code of conduct.

Your Responsibilities:

As a member of the Bureau’s investigation team, this person will:

  • Conduct, assist and collaborate on investigations regarding professional practices (ethics) misconduct to obtain the facts and all evidence required to determine if a violation of the professional practices has occurred requiring further board action. Analyze complaints and allegations to determine the scope, timing and direction of an investigation. Gather facts through records to document and verify the accuracy and authenticity of evidence for use in determining probable cause.

  • Act as a resource person and coordinate with agency staff, DCI, FBI, local law enforcement agencies, and the Iowa Attorney General staff. Testify at administrative hearings, if requested, to present facts and evidence bearing on cases investigated.

  • Is the point of contact for assigned investigations from outside law enforcement agencies.

  • Prepare detailed records and reports on the status and disposition of cases, violations or professional practices, and presents a comprehensive report for the board or the lead investigator to review.

  • Other duties as assigned by the Bureau Chief / Director that are consistent with the position.

Hours: 8:00 a.m. – 4:30 p.m., Monday – Friday with opportunity for hybrid remote work schedule after initial training period; occasional in-state and out-of-state travel

A successful candidate will bring or have the ability and desire to learn:

  • Knowledge of Law and Government - laws, legal codes, court procedures, precedents, government regulations, executive orders, agency rules, and the democratic political process

  • Knowledge of the English Language - structure and content of the English language, including the meaning and spelling of words, rules of composition and grammar

  • Knowledge of Public Safety and Security - relevant equipment, policies, procedures, and strategies to promote effective local, state, or national security operations for the protection of people, data, property, and institutions

  • Knowledge of Psychology - human behavior and performance; individual differences in ability, personality, and interests; learning and motivation; psychological research methods; and the assessment and treatment of behavioral and affective disorders

  • Knowledge of Economics and Accounting - economic and accounting principles and practices, the financial markets, banking and the analysis and reporting of financial data

  • Deductive Reasoning - apply general rules to specific problems to produce answers that make sense

  • Inductive Reasoning - combine pieces of information to form general rules or conclusions

  • Must have exceptional Communication Skills, both written and oral, to communicate information and ideas in speaking and writing so others will understand

  • Speech Clarity and Speech Recognition - speak clearly so others can understand, identify and understand the speech of another person

  • Problem Sensitivity - tell when something is wrong or is likely to go wrong; recognizing there is a problem

  • Flexibility of Closure - identify or detect a known pattern that is hidden in other distracting material

Minimum Qualification Requirements

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

  • Graduation from an accredited four-year college or university with a degree in law enforcement, corrections, criminology, police science, accounting, finance, or law, and experience equal to one year of full-time work as an investigator requiring knowledge in law enforcement, corrections, or criminal investigation.

  • Graduation from an accredited four-year college or university with a degree in law enforcement, corrections, criminology, police science, accounting, finance, or law, and experience equal to one year of full-time work in the administration of a program involving application of agency unemployment insurance or public assistance benefit programs, correctional rules and regulations, and/or court or administrative hearings processes.

  • A total of five years of education and/or full-time experience (as described in number one or two), where thirty semester hours of accredited college or university course work in law enforcement, corrections, criminology, police science, accounting, finance, or law equals one year of full-time experience.

  • Current, continuous experience in the state executive branch that includes twelve months of full-time work as an Investigator 1 or twenty-four months of full-time work as a Warehouse and Grain Dealer Examiner.
