Job Description

The Iowa Department of Health and Human Services (HHS), Iowa Medicaid Division, seeking one candidate for a Dental Contract Manager (Executive Officer 2) position.

Medicaid is a state-federal funded program that is administered by the Iowa Department of Health and Human Services and is the second largest insurance program in the State of Iowa. Dental benefits for a majority Iowa Medicaid members are provided through prepaid ambulatory health plan (PAHP) contracts.

The Dental Contract Manager provides the requisite program oversight and coordination for all aspects of the PAHPs in support of the Medicaid dental plan. The position activities will ensure synchronization of performance management and ensure efficiencies, minimize or avoid duplication of efforts, and support the dental goals. This position is a key advisor to executive leadership and will make day-to-day decisions to assure that the PAHPs are contractually compliant and consistently providing reliable dental care to Iowa's Medicaid managed care members. The Dental Contract Manager is a liaison between the PAHPs and Iowa Medicaid and is the point of contact coordinating and approving communications. This position will also interact with sister agencies in addition to the Centers for Medicare and Medicaid Services (CMS) regulators.

Tasks involved include:

• Contract management and oversight of PAHPs retained through FFS or MCO agreements.

• Approves all aspects of PAHP operations prior to and during a 'readiness' review which assures CMS that the PAHP has been approved and is able to implement the dental goals and meet the contractual obligations.

• Assures the PAHP contract with the Department of Human Services is compliant in all aspects to consistently provide reliable health care to Iowa's members which includes assurance that members receive the necessary services to achieve positive health outcomes; that providers are supported; that fraud and abuse is minimized and state payments to the PAHP are justified.

• Reviewing and approving PAHP operations manual, communications, and other required documentation to ensure contractual compliance.

• Conduct and facilitate formal monthly PAHP oversight/operations meetings and develop communication and tracking tools.

• Determine PAHP compliance with contractual requirements to assure members receive necessary dental services; program integrity issues and accurate reporting of data to ensure the State is paying accurate capitation payments. When failure to comply, initiate corrective action plans or termination in collaboration with the Medicaid Director.

• Prepare reports summarizing PAHP progress and compliance to Governor's office, Legislature; CMS and the public.

• Serve as PAHP expert with the Medicaid Leadership team and the Iowa Medicaid Director to assist in confidential decision-making pertaining to contractual compliance; development of aligned strategies to improve care and services; modification of capitation rates etc. Identify complex and sensitive problems and review related information to develop and evaluate options and implement solutions. In addition, coordinate with the Dental SME as policies and procedures are drafted and best practice is defined.

Successful candidates will:

• Have self-directed proven project management skill sets for complex/large scale initiatives.

• Comprehend and apply state and federal code within the Medicaid program.

• Understand and interpret federal and state requirements and process requirements pertaining to Medicaid managed care and the Fee-for-Service dental program.

• Detail oriented and able to handle multiple tasks efficiently and effectively. Communicate effectively through a variety of mediums with internal and external audiences to inform and continually foster productive relationships.

• Proven PC skills including Windows and Microsoft Applications.

Minimum Qualification Requirements

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

1) Graduation from an accredited four-year college or university with a degree in any field, and experience equal to four years of full-time professional-level work in program administration, program development, program operations, or management.

2) A total of eight years of education and/or full-time experience (as described in number one), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience.

3) All of the following (a, b, and c): a. Two years of full-time professional-level work experience in program administration, program development, program operations, or management; and b. A total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; and c. A total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, public health, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.

4) Current, continuous experience in the state executive branch that includes twelve months of full-time work as an Executive Officer 1 or comparable specific management-level position.
