Job Description
The Iowa Department of Agriculture and Land Stewardship (IDALS) is seeking a dynamic and enthusiasticAg Market Reporting and Renewable Fuel Infrastructure Program Planner (Program Planner 2)to manage vital programs that support renewable fuels, grain and livestock markets, and overall agricultural resilience. Join ourAgriculture Diversification and Market Development Bureauto play a key role in advancing initiatives that directly benefit Iowa’s communities and economy.

Key Responsibilities:
Renewable Fuel Infrastructure Program (RFIP)
Manage program administrative tasks, including assisting retailers with any application and contract questions, process fuel retailer applications, execute the Department’s contracts with awarded retailers; execute grant extensions as needed.
Oversee program databases using Access and Excel; manage grant tracking and disbursement.
Coordinate RFIP board meetings, record key decisions, and prepare essential reports.
Provide policy guidance to stakeholders.
Grain Market Reporting Program:
Collect, analyze, and report daily cash grain prices to USDA; produce monthly and annual reports.
Provide expert guidance on grain market data to stakeholders and respond to inquiries.
Collaborate with USDA on software upgrades and system enhancements.
Resolve technical problems that may arise; develop procedures to improve data collection and dissemination.
Livestock Marketing Program:
Manage schedules for field staff attending weekly livestock market sales.
Ensure timely and accurate livestock data reporting and provide technical support to stakeholders.
Resolve issues that may arise with dissemination of market reports and develop operations and procedures that improve data distribution; resolve field staff technical issues as they arise.
Develop innovative procedures to enhance data collection and reporting efficiency.
Prepare end-of-month and year-end reports on cash grain sales for Department webpages.
Research additional livestock reporting venues for inclusion on USDA reports; work with USDA to incorporate additional reporting venues or to replace any outgoing venues.
Additional Contributions:
Research and recommend new livestock reporting venues for inclusion in USDA programs.
Stay informed on federal and state agricultural regulations affecting marketing programs.
Assist in developing and submitting required reports to USDA/AMS.

Minimum Qualification Requirements
Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
1) Six years of full-time work experience in the administration or operation/execution (i.e., providing consultation and/or technical assistance to stakeholders, research and analysis, or enforcement of program guidelines/policies/procedures) of a program (i.e., the provision of a service or an administrative oversight/enforcement responsibility).
2) All of the following (a and b):
a. A total of four years of education and full-time experience (as described in number one), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; and
b. A total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in any field equals one year of full-time experience.
3) Current, continuous experience in the state executive branch that includes eighteen months of full-time work as a Program Planner 1.
