Job Description

The Iowa Department of Health and Human Services’ (Iowa HHS) Division of Medicaid, Managed Care Reporting and Oversight Bureau is seeking a Managed Care Policy Analyst Liaison (Management Analyst 3).

Summary:

The Iowa Medicaid Division is seeking a Managed Care Policy Analyst Liaison to optimize the management and oversight of Medicaid managed care contracts. This position will ensure compliance with state and federal regulations, improve program performance, and maintain quality standards. The ideal candidate will serve as a bridge between stakeholders, including Managed Care Plans (MCOs and PAHPs), healthcare providers, and regulatory bodies, with a focus on improving healthcare outcomes for Iowans.

Responsibilities:

• Policy Analysis and Development:

Conduct analysis of healthcare policies and regulations related to managed care. Develop strategies for compliance and draft administrative rules and provider manuals based on updated guidelines.

• Stakeholder Engagement:

Act as a primary point of contact between the Iowa Medicaid division, Managed Care Plans, healthcare providers, and regulatory agencies. Facilitate collaboration to address operational issues and optimize managed care processes.

• Performance Monitoring and Improvement:

Track the performance of managed care programs, identify areas for improvement, and implement solutions to enhance efficiency and quality of care.

• Training and Education:

Develop and deliver training programs for both internal staff and external stakeholders on managed care policies, procedures, and best practices.

• Data Analysis and Reporting:

Analyze data related to managed care metrics and outcomes. Generate reports and present findings to support decision-making and strategic planning.

• Quality Assurance and Compliance:

Ensure compliance with quality standards, regulatory requirements, and contractual obligations. Conduct audits and reviews to assess adherence and identify areas for improvement.

Requirements:

Successful candidates will have:

• Comprehensive knowledge of Medicaid managed care policies and operations.

• Experience in value-based purchasing and network adequacy.

• Strong analytical, negotiation, and communication skills.

• Ability to collaborate effectively with multiple stakeholders.

• Spanish-speaking skills (preferred but not required).

• Proven PC skills including Windows and Microsoft Applications.

Minimum Qualification Requirements

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

  • Graduation from an accredited four-year college or university with a degree in any field, and experience equal to three years of full-time work in project management; management analysis; data science; business systems analysis; or professional-level program administration, development, or operations.

  • All of the following (a and b):

  • Three years of full-time work experience in project management; management analysis; data science; business systems analysis; or professional-level program administration, development, or operations; and

  • A total of four years of education and/or full-time experience (as described in part a), where thirty semester hours of accredited college or university coursework in any field equals one year of full-time experience.

  • All of the following (a, b, and c):

  • One year of full-time work experience in project management; management analysis; data science; business systems analysis; or professional-level program administration, development, or operations; and

  • A total of four years of education and/or full-time experience (as described in part a), where thirty semester hours of accredited college or university coursework in any field equals one year of full-time experience; and

  • A total of two years of graduate-level education and/or full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university coursework in business administration, industrial management, statistics, natural science, or a closely-related field equals one year of full-time experience.

  • Current, continuous experience in the state executive branch that includes six months of full-time work as a Management Analyst 2 or two and a half years as a Management Analyst 1.
