Job Description

The Iowa Department of Administrative Services (DAS) is dedicated to providing exceptional service and leadership in state government. Our State Design and Construction Bureau is at the forefront of managing and overseeing critical infrastructure projects that support the needs of our communities. We are looking for a dynamic and results-oriented individual to join our team as anOwner's Representative. Position Overview:

As the Owner's Representative, you will play a pivotal role in managing and overseeing construction projects for the State of Iowa. You will serve as the primary liaison between the State and various stakeholders, ensuring that projects are completed on time, within budget, and to the highest standards of quality. This position requires strong leadership skills, excellent communication abilities, and a proactive approach to problem-solving.

Key Responsibilities:

  • Leadership and Oversight:Provide leadership and oversight for construction projects, acting as the State's single point of contact for all project-related interactions.

  • Project Management:Lead the development, implementation, and coordination of project plans, ensuring timely and thorough execution.

  • Stakeholder Collaboration:Maintain effective communication and collaboration with customer agencies, vendors, design firms, contractors, and other stakeholders.

  • Scope Development:Evaluate and quantify infrastructure needs, leading the development of project scopes.

  • Team Selection:Lead the evaluation and selection of project team members, including Construction Managers and Design Professionals.

  • Design and Bidding Process:Oversee the design process and manage all aspects of project bidding and contract creation.

  • Construction Monitoring:Work directly with on-site Construction Managers to monitor construction progress and ensure adherence to design specifications and schedules.

  • Issue Resolution:Identify, evaluate, and resolve project issues, disputes, and challenges, making critical decisions to maintain project integrity.

  • Financial Oversight:Approve or deny change orders, payment requests, and Certificates of Substantial Completion, ensuring accuracy and cost-effectiveness.

  • Relationship Management:Foster strong business relationships with agency customers and private sector partners.

  • Documentation:Maintain accurate and comprehensive project files.

Essential Functions:

  • Review and assess construction projects for scope, budget, schedule, and funding.

  • Negotiate fees and services for design contracts.

  • Establish and maintain a collaborative "Team" concept to achieve agency goals.

  • Communicate effectively with all project stakeholders.

  • Ensure compliance with all applicable laws, rules, policies, and procedures.

  • Assist in setting and achieving performance goals.

Preferred Qualifications:

  • Extensive experience in managing construction projects, preferably within the public sector.

  • Strong leadership and project management skills.

  • Excellent communication and interpersonal abilities.

  • Proficiency in project management software and tools.

  • Ability to navigate and resolve complex issues and disputes.

Minimum Qualification Requirements

Graduation from an accredited four year college or university with major course work in architecture, or in civil, mechanical, architectural or a related engineering field, and experience equal to six years of full-time engineering work in the design and construction of buildings, utilities, earthwork, or related facilities and structures;

OR

an equivalent combination of education and experience substituting the equivalent of one year of full time work experience for each year of the required education to a maximum substitution of four years;

OR

possession of a valid Professional Engineer license recognized by the Iowa board of Engineering Examiners and four years of the above described professional experience;

OR

possession of a certificate of registration as a Professional Architect recognized by the Iowa Board of Architectural Examiners and four years of the above described professional experience.
