Job Description

The Iowa Department of Management (DOM) is seeking an experienced professional to serve as a Performance Results Facilitator with Legislative Liaison and Public Information Officer duties. This multifaceted role requires exceptional communication, coordination, and advocacy skills to effectively represent and advance the mission, goals, programs, and needs of the DOM before various legislative bodies, state and federal agencies, and the public.

Key Responsibilities:

Legislative Liaison

  • Represent the DOM and the department director before the General Assembly.

  • Facilitate communication among General Assembly members, the Legislative Services Agency, legislative caucus staff members, the director, agency, and other stakeholders.

  • Communicate information about the mission, goals, programs, and needs of the DOM.

  • Attend all relevant budget subcommittees, legislative subcommittees, ad hoc committees, administrative rules review committees, and policy committee meetings.

  • Advocate for the DOM's budget and legislative priorities and initiatives.

  • Respond to requests for information and data from legislators, legislative staff, and the Legislative Services Agency.

  • Coordinate the department's response for fiscal notes requested by legislative staff.

  • Schedule and design annual presentations to relevant legislative committees.

  • Serve as the administrative rules coordinator for the department.

  • Appear before the Administrative Rules Review Committee and work to coordinate the successful adoption of DOM rules and changes.

Public Information Officer

  • Serve as the public information officer of record for the DOM.

  • Provide statewide coordination for communication of relevant issues for the governor's office and other agencies.

  • Draft, review, and distribute press releases; respond to press inquiries; send relevant press clippings to the director and agency staff.

  • Review and approve draft press responses and draft press releases.

  • Participate in the DOM communication team by attending meetings, providing feedback, and assisting in the planning/implementation of the overall DOM communications plan.

Performance Results Facilitator

  • Develop and execute change management plans for enterprise-level projects.

  • Support capacity building by creating Change Champions/Lean coordinators within departments.

  • Advocate for OCM/Lean practices across the Executive Branch.

  • Assist in selecting process improvement projects aligned with enterprise goals.

Required Qualifications:

  • Proven experience in legislative affairs, public relations, and administrative rule processes

  • Strong understanding of state and federal legislative processes and protocols.

  • Excellent verbal and written communication skills

  • Ability to effectively advocate for policy and budget priorities

  • Strong organizational and project management skills

  • Ability to work collaboratively with diverse stakeholders

Preferred Qualifications:

  • Advanced degree in Public Administration, Political Science, Law, or related field

  • Experience working within a state government or legislative environment

  • Familiarity with Iowa’s legislative and administrative processes

Background check requirements

This is a non-merit position with Iowa Department of Management.

Positions in this class are exempt from the screening and referral requirements of the Iowa Department of Administrative Services - Human Resources Enterprise.

Minimum Qualification Requirements

Graduation from an accredited college or university with a bachelor's degree and experience equal to four years of progressively responsible, performance management, process improvement or risk management work;

OR

an equivalent combination of education and experience substituting 30 semester hours of graduate level coursework from an accredited college or university oriented toward performance management, process improvement or risk management for each year of the required experience to a maximum substitution of two years;

OR

completion of an accredited performance management, process improvement or risk management certificate program may be substituted for one year of the required experience;

OR

employees with current continuous experience in the state executive branch that includes experience equal to twelve months of full-time work as a performance results practitioner.
