The Iowa Department of Inspections, Appeals, and Licensing (DIAL) is seeking a highly motivated, skilled, solution-oriented, and enthusiastic professional to join our regulatory department and serve as aProfessional Licensing Investigatorwithin our Compliance Bureau of the Professional Licensing Division at our central office near Valley Junction in Des Moines, Iowa.

DIAL is a multifaceted regulatory agency charged with protecting the health, safety, and well-being of Iowans, and is comprised of eight core operational divisions: Administrative Hearings, Building & Construction, Health & Safety, Investigations, Labor/OSHA, Licensing, Workers’ Compensation, and Administration.
The Compliance Bureau of the Professional Licensing Division is responsible for fielding complaints and overseeing the investigatory/disciplinary process. This investigator will specialize in the following areas and/or Boards: Accountancy, Architect, Engineering, Landscape Architect, Interior Design, Real Estate Appraiser & Appraisal Management Company, and the Real Estate Commission.
Investigation types that this investigator will specialize in include, but are not limited to: Failing to follow the statutes that govern these licensing Boards, misconduct, criminal convictions, and competency concerns.
The Professional Licensing Investigator reports to a Chief Investigator of the Compliance Bureau of the Professional Licensing Division of DIAL, and will serve as the key contact regarding all aspects of the complaint, investigative and disciplinary process for the above listed Boards. A background in investigations or case management, including detailed reporting and management of a high volume of cases, is desirable. Any prior experience in Real Estate, Banking, Bookkeeping or similar positions is also desirable. This position will be located at 6200 Park Avenue in Des Moines.

What You’ll Do
You will be an integral member of our Compliance team, providing direct support to the agency’s operations by:
Investigating complaints and other suspected violations by licensees, license applicants, and non-licensed persons of the laws and rules enforced by bureau boards; gathering pertinent facts, and conducting interviews with complainants, respondents, and other witnesses, and obtaining and preserving documents and records.
Verifying the accuracy of evidence for use in administrative and district court proceedings.
Writing investigative reports documenting the purpose, scope and procedures followed in the investigation, the facts gathered and the source of all facts, the applicable law, rules and standards of practice, and presenting factual conclusions for submission to the board and/or commission.
Preparing documents for legal review, such as statements of charges, consent orders, and subpoenas.
Attending board meetings.
Testifying at proceedings of administrative or civil enforcement actions and other hearings to present facts and evidence bearing on case investigations.
Interacting with the Attorney General’s Office in the investigation and prosecution of administrative and district court proceedings.
Coordinating with peer reviewers or other persons retained, to provide expert opinions in the investigation and review of complaints.

Minimum Qualification Requirements
Graduation from an accredited four-year college or university with a bachelor's degree in criminal justice or law enforcementandexperience equivalent to two years of investigative work that included fact-finding, data analysis, deriving conclusions and detailed report writing;
OR
graduation from an accredited school of law and experience equal to one year of full-time work in the practice of law or in performing the above qualifying work;
OR
an equivalent combination of education and qualifying professional investigative experience substituting one year of full-time experience for each year of the required education (30 semester hours or one year) up to a maximum substitution of four years.
