Job Description

The Iowa Department of Health and Human Services (HHS) is seeking a full-time employee to coordinate contracts, claims and associated tasks within Wellness and Preventive Health.

Wellness and Preventive Health is comprised of several programs including SNAP-Ed, WIC, Maternal Health, Child and Adolescent Health (MCAH) and Oral Health all of which work with agencies across Iowa. The person to serve in this position would coordinate contract management tasks, with particular focus on assigned programs within Healthy Eating and Active Living and MCAH programs.

Responsibilities:

  • Under supervision of the Bureau Chief, this position will serve as a fiscal and contract manager for programs within Wellness and Preventive Health by leading the coordination of the competitive selection processes, contracting and budgeting between program staff and the Bureau of Finance and the Bureau of Service Contract Support.

  • Assist to direct program staff on fiscal and contract policy and coordinating communications specific to these processes.

  • Provide leadership in completing assigned budgets and expenditure portions of annual funding applications consistent with federal requirements and HHS Bureau of Finance requirements.

  • Provide oversight and direction to bureau staff for contractual issues and serves as the primary Contract Manager within IowaGrants system for assigned programs and budgets.

  • Monitors competitive selection applications, reports, contracts and contract payments. Also runs financial and programmatic reports from IowaGrants.

  • Creates and manages all service contract documents for assigned programs including sole source contracts and governmental contracts.

  • Responsible for the tracking, budget forecasting and approval of contract payments for assigned contracts. Will create and maintain claim support documentation, including a complex financial workbook for each assigned contract. Will monitor unspent funds and provide recommendations to leadership on how to maintain compliance with federal funds.

  • Assures contractors are in compliance with contractual terms, conditions and policies by conducting programs reviews and site visits for assigned programs. Develops and maintains processes for programs within the bureau regarding program reviews, ensuring compliance with federal requirements. Writes and sends report of findings, including required corrective action and specific deadlines for submission. Assess adequacy of contractor response and provide follow?up as needed.

  • Provides technical assistance to assigned contractors related to contracts and IowaGrants issues and claims submissions. Directly resolves contract negotiation issues or coordinates resolution with appropriate department staff.

058 Budgeting

6 months’ experience, 12 semester hours, or a combination of both in preparing, analyzing budgets; and providing advice/technical assistance with cost analysis, fiscal allocation, and budget preparation.

Minimum Qualification Requirements

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

1) Seven years of full-time work experience in the administration or operation/execution (i.e., providing consultation and/or technical assistance to stakeholders, research and analysis, or enforcement of program guidelines/policies/procedures) of a program (i.e., the provision of a service or an administrative oversight/enforcement responsibility).

2) All of the following (a, b, and c):

a. One year of full-time work experience in the administration or operation/execution (i.e., providing consultation and/or technical assistance to stakeholders, research and analysis, or enforcement of program guidelines/policies/procedures) of a program (i.e., the provision of a service or an administrative oversight/enforcement responsibility); and

b. A total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; and

c. A total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in any field equals one year of full-time experience.

3) Graduation from an accredited school of law.

4) Current, continuous experience in the state executive branch that includes nine months of full-time work as a Program Planner 2 or twenty-seven months of full-time work as a Program Planner 1.
