Job Description

Iowa Workforce Development (IWD) is recruiting to fill a Purchasing Agent 2 position in the Bureau of Financial Management under the Administrative Services division out of the Des Moines office. Under the direction of leadership, staff will work perform the following functions and additional duties as assigned.

The employee in this role will purchase all items, stock and non-stock, from Office Depot, TSB vendors, contract and non-contract vendors, and be responsible for the solicitation of informal bids for non-Master Agreement purchases exceeding $1,500.00 but less than $50,000.00. This includes the issuance of the bid/quote request, collection of bid/quote information, evaluation, and recommendation of course of action after bids and quotes are received. They will be required to forward any bid solicitations requested that exceed $50,000.00 to the Department of Administrative Services (DAS) for issuance and coordination of formal bids. This staff member must be familiar with State and Federal requirements pertaining to procurement practices.

This Purchasing Agent serves as an agency liaison on issues related to the purchase of goods through various vendors and DAS. They will develop and update processes for the procurement of goods and services both at the state level and for the local offices. This responsibility includes being the main contact to determine if policies are being followed, determining the best options available in terms of local purchasing versus State level purchasing, and providing technical assistance. They will assist on bidding, Request for Proposals (RFPs) and Requests for Quotations with local managers.

Attending various training workshops will be necessary in order for this staff member to maintain knowledge base necessary to perform tasks of a procurement/purchasing agent. They will also be required to place orders, verify receipt, and prepare and process payments for procurement. The I/3 system will be used to maintain online purchase requests as well as payments for goods purchased. Forms will need to be purchased from DAS Printing for the supply room and all cost centers, statewide, by filling out centralized printing forms. This individual will review purchase requests to ensure proper coding, cost and usage along with obtaining proper approvals and signatures and then maintaining the files on procurement.

This position will also assume back-up responsibility for all functions performed by the other Purchasing Agent. They will need to understand and be prepared to perform other related duties in the event of their absence. Additionally they will provide training and oversight responsibilities of the other Purchasing Agent, including technical assistance and decision making on issues that are unable to be otherwise resolved.

Service contracts and/or lease agreements for office equipment and state and individual contracts will be handled and maintained by the person in this role and invoices of service will need verified against the contracts. Preparation for payment and maintenance of audit trail will be imperative, along with coordination of problems between cost centers and/or vendors, when required.

Constant inventory will be maintained in the agency warehouse with reports and data being created, coordinated and recorded by this individual. Reorder reports, review and verification of those items and tracking/entry of receipts in supply systems will be necessary. Any questions or problems with the supply systems will be addressed by the person in this role, as well as setting maximum issues, reorder points, EZKEY reporting, supply numbers, working with data processing on modifications, etc. This person will also determine end of year inventory valuations and make decisions regarding obsolete stock items including "write-off" values.

Other services relating to this position would be external printing and language translations services. For these items, the Purchasing Assistant will request negatives, plates, specifications, samples, quantity and cost in addition to I/3 online entries and review of eDAS billings relating to account coding and cross checks. Services of this nature and others will be procured, verified, checked against contract terms, paid and audit trails maintained by this staff member, as well.

Minimum Qualification Requirements

Graduation from high school, or G.E.D., and six years of full-time work in the procurement of technical, standardized, expendable and non-expendable items;

OR

graduation from an accredited four-year college or university with a bachelor's degree in business or public administration, accounting or economics and two years of the required experience;

OR

an equivalent combination of education and experience substituting one year of education (30 semester hours or one year) for each year of the required experience;

OR

employees withcurrentcontinuous experience in the state executive branch that includes experience equal to eighteen months as a Purchasing Agent 1.
