Job Description

The Iowa Department of Health and Human Services’ (Iowa HHS) External Relations’ Bureau of Communications is seeking a knowledgeable, dynamic, and well-rounded communications professional to join the team serving as a Social Media Manager & Graphic Design (Information Specialist 3) .

This position is a key member of the Iowa Department of Health and Human Services’ (HHS) Bureau of Communications within the External Relations Division. With an $11 billion budget, Iowa HHS serves all Iowans through public health work, and directly provides services to nearly a third of all Iowans. This includes child welfare, Medicaid, SNAP, WIC, behavioral health, public health, aging and disability services, child support and much more. Over the past two years, seven state agencies were consolidated into one agency—Iowa HHS.

This position serves a multi-faceted role within the HHS Bureau of Communications including as the agency’s social media manager, back-up graphic designer and communications specialist for the Compliance Division.

Duties include:

Social Media Manager

• Development and implementation of social media plans, including specific strategies for department, division, bureau and program initiatives.

• Coordinates social media content, plans and strategies department-wide including all divisions, bureaus, and programs into a centralized document.

• Develops, edits and schedules content for Iowa HHS social media platforms

• Provides weekly, monthly, quarterly and annual reports to leadership on social media metrics. Utilizes graphic design skills to build infographics and reports on HHS social media metrics.

• Creates a centralized social media content calendar.

• Meets with staff across the department to identify social media needs and provides concepts of content to meet the needs of the department.

• Coordinates with graphic design team and marketing manager to collaborate on projects related to social media.

Graphic Design

• Support branding and design needs across HHS

• Develop graphics, custom icons, custom infographics and custom images for use on social media.

• Develop graphics, custom icons, custom infographics and custom images for use on the website.

• Develop graphics, custom icons, custom infographics and custom images for use on print collateral.

• Monitor communications content for best practices.

• Supports the agency in finalizing the State of Iowa rebrand, including updating of electronic and print materials to meet the HHS and State of Iowa branding guidelines.

• Ensure forms, comms and printed materials meet accessibility standards and best practices to communicate with individuals with disabilities.

• Ensure proper use of HHS brand and color palette that meets accessibility standards and is legible for those with visual impairments.

• Provide consultation and advise communications team members, and program staff on best practices and standards for accessibility.

Communications Specialist

• Develops and maintains comprehensive communications plans, media strategies, goals and objectives to promote agency programs, products and services.

• Prepares and implements effective strategic communication plans based upon the needs of the divisions.

• Establishes and organizes development and release of communications based on timelines and adheres to established Iowa HHS agency communications protocols.

• Assists in development of and reviews and approves all internal and external communications materials produced by division staff which could include anything from press releases, newsletters, letters of support, one-pagers, presentations, etc.

• Development and implementation of social media and website strategies for program initiatives.

• Responsible for regularly maintaining, updating and creating content for the Compliance Division of the Iowa HHS website, under the direction of and in coordination with the Website Manager.

• Assists the Director of Communications/PIO with any researching, gathering and drafting responses to media inquiries, drafting op-ed materials, pitching media interviews and other relevant newsworthy content to the Director of Communications as well as developing talking points for leadership on requested topics.

• Assists in explaining and interpreting diversified agency programs and services into plain language in all aspects of internal and external communication.

• Participate in and contribute to division projects, attending division meetings and serving as the communications liaison for the divisions as well as attending, participating and serving in Communications Bureau meetings.

• Provide support to improve existing communication tools and identify creative dissemination strategies to increase visibility of the divisions and its successes.

Selectives

406Mass Communication

12 semester hours of coursework involving: journalism, public relations, graphics, or communicative arts or 6 months’ experience including: writing, editing, layout, design and publishing of printed materials plus responsibility for disseminating information about the activities of an organization through newspapers, radio, television, periodicals, pamphlets, brochures, and other media. Experience could also involve responsibility for advising management on the public relations implications of management decisions or serving as spokesperson for the organization to media representatives.

Minimum Qualification Requirements

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

1) Graduation from an accredited four-year college or university with a degree in journalism, public relations, graphic design, or communications and experience equal to four years of full-time work planning and developing content for dissemination through traditional media (newspapers, publications, radio, and television), websites, social media, and/or public speaking.

2) All of the following (a and b):

a. Four years of full-time work experience in planning and developing content for dissemination through traditional media (newspapers, publications, radio, and television), websites, social media, and/or public speaking; and

b. A total of four years of education and/or full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in journalism, public relations, graphic design, or communications equals one year of fulltime experience.

3) Number two above, where twenty-four semester hours of postgraduate coursework in journalism, public relations, graphic design, or communications from an accredited college or university may substitute for one year of the required full-time work experience.

4) Current, continuous experience in the state executive branch that includes experience equal to 18 months of full-time work as an Information Specialist 2.
