Job Description

The Iowa Department of Public Defense (DPD) is recruiting to fill aBudget Analyst 3position.

What You’ll Do:

Reporting to the State Comptroller, the Budget Analyst 3 will serve as the lead analyst for the agency budgets of federal, state and private funds which consists of six appropriations and seven funds totaling over $60 million annually. This person will develop the two-year initial budget offering and the one year legislatively approved budget appropriation completing all budget entries and corrections into the agency and State budget and financial systems for DPD and DPD Capitals (RIIF). They will develop, analyze and maintain the state, federal, and non-federal budgets for all agency operations providing ongoing analysis of executable actions and available funds by preparing reports, charts, and graphs for management with operational and fiscal analysis and recommendations. Many of these funding streams have extensively different and complex operating requirements that include federal cooperative agreements with the National Guard Bureau.

Primary duties include:

  • Filing financial and budget reports with the Iowa Department of Management and Legislative Services Agency. Answering questions to DOM Fiscal Policy Analysts and LSA Analysts as requested.

  • Develop and modify the annual Centralized Payroll Plan (CPP) which establishes payroll reimbursement rates for state employees.

  • Establish budgetary controls to ensure budget and fiscal management mechanisms are in place and assists with budget changes to ensure compliance with federal and state laws, regulations, and guidelines.

  • Point of contact and financial liaison for all military Program Managers, military and DPD budget analysts, federal Grants Officer Representative, DPD Accounting Bureau and Contracting and Procurement staff. Develop detailed salary and expense projections to better enable the DPD Comptroller and Program Managers to execute funds. Projections are developed at both the state and federal fiscal year level to enable budget projections and analysis for both military and state budget analysts and Program Managers.

  • Camp Dodge - 7105 NW 70th Ave, Johnston, IA 50131. Flexible schedule – 40 hours a week – some telework.

Minimum Qualification Requirements

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

1) Graduation from an accredited four-year college or university with a degree in accounting, finance, or business administration, and experience equal to three years of full-time work in professional level budget analysis or fiscal management.

2) All of the following (a and b):

a. Three years of full-time work experience in professional level budget analysis or fiscal management; and

b. A total of four years of education and/or full-time experience (as described in number one), where thirty semester hours of accredited college or university course work in accounting, finance, or business administration equals one year of full-time experience.

3) All of the following (a, b, and c):

a. Graduation from an accredited college or university with a master's degree in business administration or public administration; and

b. Two years of full-time work experience in professional level budget analysis or fiscal management; and

c. A total of four years of education and/or full-time experience (as described in number one), where twenty-four semester hours of accredited college or university course work in accounting, finance, or business administration equals one year of full-time experience.

4) Current, continuous experience in the state executive branch that includes one year of full-time work as a Budget Analyst 2.
