Job Description

Come join our team at Iowa Workforce Development for a new career opportunity! In this role, you will work as part of a team to coordinate Iowa’s adult education and literacy programs, with a primary focus on coordinating and providing professional development to Iowa's instructors and program staff. Adult education and literacy programs help adults acquire the basic skills they need in reading, writing, math, English language proficiency, and workplace skills to be productive workers, family members, and citizens. The Adult Education Workforce Program Coordinator is responsible for the implementation, administration, and successful outcomes of federal and state Adult Education and Literacy programs, including the Workforce Innovation and Opportunity Act (WIOA) Title II program. The Adult Education Workforce Program Coordinator will collaborate with WIOA core, required, and additional partners and other stakeholders to contribute to the continuous improvement of the workforce system in the state of Iowa.

Domicile will be determined based on the selected candidate’s nearest IowaWORKScenter location.

The candidate selected for this role will be primarily responsible for coordinating professional development activities such as:

  • Facilitating individual and group trainings, workshops, and conferences

  • Coordinating the Iowa Distance Education Adult Literacy (IDEAL) project by partnering with vendors to support local programs in using the Canvas learning management system to deliver curriculum virtually.

  • Identifying gaps and needs for professional development among stakeholders of adult education programs, as well as the greater workforce system.

  • Design instructional materials necessary to facilitate professional development activities.

  • Plan, organize, develop, facilitate, and assess professional development activities to achieve established goals.

Additional responsibilities will include assisting other members of the team with:

  • Grant Management: Draft, review, assess, and rate grant applications. Additionally, the WIOA Title II grant provides for statewide leadership activities and corrections education that is administered by this position. Assists with the planning, development, marketing, and other financial and administrative activities associated with State Leadership activities (Sec. 223 WIOA) at the state and local levels. Draft and submit required federal and state reports timely and accurately.

  • Policy, Guidance, and Technical Assistance: Review and interpret federal and state legislation, regulations, and guidance in order to draft, review, propose, and/or provide state policy, training, guidance and technical assistance geared toward continually improving adult education programing in Iowa.

  • Monitoring and Continuous Improvement: Monitoring and evaluation of AEL programs to ensure compliance with the rules, standards, and reporting criteria surrounding the administration of the federal Workforce Innovation and Opportunity Act (WIOA) of 2014, Title II, and Iowa Adult Education and English as a Second Language state allocations.

Candidates with education experience, including teaching adults or individuals from diverse populations, are preferred, but not required.

Minimum Qualification Requirements

Graduation from an accredited four year college or university and experience equaling three years of full-time work involving employment interviewing, counseling, management, program planning, or occupational, budget, or labor market analysis;

OR

an equivalent combination of education and experience substituting one year of qualifying experience for each year of the required education to a maximum of four years;

OR

an equivalent combination of education and experience substituting graduate level course work in business or public administration, economics, planning or closely related areas for experience on the basis of 30 semester hours for each year of required experience to a maximum of two years;

OR

current employees of the Iowa Workforce Development Department can qualify with two years of full-time work involving employment interviewing, counseling, management, program planning, or occupational, budget, or labor market analysis.
