UnityPoint Health Director Accountable Care Organization - Government Programs in West Des Moines, Iowa

Provide program oversight and direction of UnityPoint Accountable Care Organization (ACO)’s governmental value-based programs, including short and long term strategic, financial and operational objectives for the programs. Position supports organization’s innovation, development and operations for CMS/CMMI sponsored Alternative Payment Models, Medicare Advantage and Medicaid value-based care pogroms, working with ACO colleagues and in partnership with the regional leadership teams to drive performance in governmental value-based agreements, Engage as a key relationship liaison with government payors, network partners and industry associations to ensure progress towards goals.

Leadership and Program Operations

  • Provide day to day leadership and operational management for UnityPoint Accountable Care governmental programs utilizing highly collaborative matrix model skillset and techniques

  • Ensure support for UnityPoint Accountable Care executive leadership through execution of duties and support of governmental value-based programs

  • Participate in governance councils and committees

  • Enable performance monitoring against financial and operational key performance objectives and metrics.

  • Ensure goals and services provided by the department and staff are aligned with organizational key performance indicators, goals and objectives.

  • Oversee new systems, products, and business implementations for department. Assess department strengths and weaknesses to recommend enhanced operational model.

  • Maintain in-depth expertise of health care industry’s evolution to support leadership and colleagues in decision making.

  • Responsible for meeting budget objectives and determine ways to improve operational efficiency, reduce avoidable costs and improve overall performance of governmental value-based programs

  • Responsible for the achievement of organizational and departmental goals through organizing, implementing and monitoring processes.

  • Work with compliance leader to ensure compliance with governmental program requirements and audit management.

  • Ensure assigned function(s) in the Department are performed in accordance with federal, state and/or affiliate requirements.

  • Schedule and monitor new staff orientation and ongoing education for successful job performance.

  • Conduct annual performance appraisals for assigned team members.

  • Ensure departmental policies and procedures and job descriptions are current.

  • Monitor FTEs, operational and capital budget for the department.

  • Investigate budget variance and initiates corrective actions when necessary.

  • Provide guidance to the organization on matters related to protected health information management.

  • Create a work environment and develop team members by motivating, mentoring, coaching and providing guidance to team to deliver high quality, cost effective services. Facilitates the ongoing learning, well-being, engagement and development of staff through training, work assignments, increased responsibility, and mentoring.

  • Stay apprised of leading benefit practices for implementation within UPH.

  • Provide direct supervision and leadership to staff to ensure effective, efficient operations, optimizing performance and continually improving quality in a vastly changing health care environment

  • Present data, strategies, and progress towards goals in various governance management forums.

  • Develop procedures and policies for the operation of department, process and team members.

  • Maintain regular and consistent communication with direct reports, leaders, and administration

  • Share concerns with and/or escalate team issues to the leadership as appropriate

  • Maintain a strong, collaborative relationship and provide clear communication with all facilitates and network partners.

Governmental Value Based Performance Objectives

  • Primary oversight for governmental value-based performance and meeting objects for the ACO.

  • Responsible for achieving key quality and financial performance indicators that will drive improvement in governmental value-based agreements

  • Actively monitors operational performance to anticipate and meet the needs of leadership. Maintains ACO governmental KPI’s within established industry and/or UnityPoint Health standards and instills accountability and ownership at the appropriate level.

  • Coordinate with payor and analytic resources to develop reporting that drives action in alignment with organizational priorities

  • Continuously identify and prioritize key drivers for improvement and partner with/support regions in developing corrective action plans and focused interventions to close performance gaps.

  • Implement and monitor high performing network criteria in conjunction with the Director of Network Management

  • Support development of effective financing (funding/sharing) mechanisms and provider incentives that drive care transformation in governmental value-based care models

  • Develop, in conjunction with Medical Directors, plans to engage UnityPoint Accountable Care participants in quality, service, and utilization initiatives

  • Support continuous improvement process in alignment with UnityPoint Health Clinical Leadership Group decision making process. Evaluate new care models as health care policy changes

  • Identify contractual issues, in collaboration with payor contracting and legal resources, that impact OSC performance

  • Collaborate with key leaders to ensure regulatory and contractual compliance


  • Bachelor’s degree required MBA, MHA, or MPA preferred


  • 7-10 years’ experience in governmental healthcare program operations


  • Strong verbal and written communication skills

  • Knowledge of and experience with Microsoft Office products

  • Strong interpersonal skills

  • Ability to take initiative, exercise independent judgment with strong decision making, and problem-solving skills

  • Demonstrated ability with process improvement

  • Knowledge of change management

  • Ability to manage large projects
